Abstract
This study aims to propose a public design strategy for creating an age-friendly urban environment by examining the case of Chungju City, which has entered a super-aged society. As of 2024, elderly individuals account for approximately 23.65% of the city's total population, and issues related to limited mobility, unsafe pedestrian environments, and restricted access to public services have emerged as critical urban challenges. To address these issues, this research conducted literature reviews, field investigations, and surveys targeting elderly residents to analyze the applicability of public design based on the physical and cognitive characteristics of the aging population. The findings revealed that although Chungju City has made partial improvements in elderly-centered public facilities, systemic limitations remain in facility connectivity, information accessibility, and the spatial distribution of rest areas. In response, this study presents several strategic directions, including the implementation of barrier-free design, enhancement of pedestrian environments, establishment of integrated guidance systems, and improved connectivity between transportation and public services. The study also reports measurable outcomes, such as a 32% reduction in pedestrian accidents and a 15% increase in user satisfaction following the pilot application of the proposed strategies. This research demonstrates that public design can serve as a practical and effective policy tool for addressing complex issues in a super-aged society and offers meaningful implications for developing elderly-friendly policies in other small and medium-sized cities facing rapid demographic aging.
