Abstract
Joseon had strived to proliferate medical benefit by building public hospitals in rural area. It planned to set up at least one to hospitals per province, and make some of the literati to serve as physicians. However, it wasn’t easy to achieve without active participation of rural literati. Hence most of magistrates were content with publishing simple and practical medical books for their people. Jaemin-ru, which is a public hospital put by the country in Young-ju, was for manufacturing and administering drug ingredients which would be supplied to the Medical Center for the Royal Family. At the same time, ‘Jaemin[濟民]’ itself meant the foundation for mutual aid[患難相恤] in rural area. Until the in middle of the 16th century, Jaemin-ru performed multiple functions as Hyang-so[鄕所; conference site of rural literati], school, and clinic. Meanwhile in 1591, county governor Dae-Jin Lee and the literati arranged rules for the clinic and secured operating expenses. At last, Jaemin-ru firmly established itself as full-scale rural public hospital. Although it revealed operational problems during Japanese Invasions[壬辰倭亂], the key reason of its existence until 17th century was for the cooperation of the governor and literati of Young-ju. However, at least in late 17th century or in early 18th century, Jaemin-ru lost most of its functions as clinic. In the middle 18th century, literati of Young-ju lead the way to reconstruct Jaeminru by contributing construction expenses and supervising the construction, it went under continuous difficulties and had to be satisfied with just functioning as an Hyang-so rather than a public hospital. Going through 20th century, Jaemin-ru as public hospital was fade from memory. keyword: Jaemin-ru, public hospital, the foundation for mutual aid, Young-ju, Dae-Jin LeeJoseon had strived to proliferate medical benefit by building public hospitals in rural area.
