고령자의 소비생활 현황 및 변화 연구: 2015년과 2017년 한국의 소비생활지표 비교

본 연구는 한국소비자원의 2015년과 2017년 한국의 소비생활지표 자료를 토대로 고령소비자의 소비생활현황 변화를 탐색하고 비교하고자 하였다. 두 해의 자료 수집의 형태에 차이가 있어 자료를 직접적으로 비교하기어려운 항목들을 제외하고, 고령소비자의 소득계층 인식, 경제적으로 부담을 느끼는 지출 비목, 소비생활 영역별만족도, 고령소비자가 경험한 소비자문제 유형, 그리고 주관적으로 인식하는 소비자역량 수준을 연도별 비교하였다. 그리고 각각의 소비생활 특성에 대해 연도별로 성별, 가구원수 형태, 근로소득 유무, 거주지역 특성에따른 차이가 있는지 역시 확인하였다. 그 결과 고령소비자가 인식하는 소득계층의 경우 1인가구의 경우 하류층으로 인식하는 비율이 상대적으로 높은것으로 나타났다. 경제적 부담을 느끼는 지출 비목은 2015년은 식생활비, 주생활비, 의료비 순으로 나타났으나2017년에는 의료비, 식생활비, 주생활비 순으로 나타나 의료비에 대한 경제적 부담을 가장 크게 느끼고 있는것으로 나타났다. 소비생활 영역별 만족도의 경우 2015년은 전반적인 영역에서 만족도 수준이 보통 혹은 보통이하이나, 2017년에는 만족 수준이 상승한 것으로 나타났으며 특히 2인가구 만족도, 광역시 거주자의 만족도가높은 것으로 나타났다. 고령소비자가 경험하는 소비자문제 유형은 2015년과 2017년 모두 품질 대비 비싼가격인 것으로 나타났으며 2015년의 경우 소비자정보부족 및 부당한 표시나 광고 문제가, 2017년에는 피해시환불 및 배상 문제나 분쟁시 피해구제 문제 등 거래 후 문제 경험 비율이 높은 것으로 나타났다. 고령소비자의주관적 소비자역량 수준의 경우 2015년은 전반적으로 보통 이하인 것으로 나타났으며, 고령자 특성별 차이가없었지만 2017년에는 근로소득 유무에 따라, 거주지역에 따라 차이가 발생하였다. 향후 고령소비자의 소비생활 특성 확인을 위해 지속적으로 한국의 소비생활지표에서 고령자의 인원수를확보하여 조사하고 연도 간 비교가 가능하도록 설문지의 구성 등을 개선할 필요가 있다. 뿐만 아니라 고령자특성별 소비자문제 경험 및 만족도 등에 대한 지속적 추적을 통해 고령소비자 중심적인 정책의 수립 및 실행을 준비해야 할 것이다.
Abstract
The purpose of this study is to investigate the consumer living situation of the elderly people based on the data of Korea Consumer Agency's Consumption Life Indicators in 2015 and 2017. This study compared the income level of elderly consumers, expenditure items which are economically burdensome, consumer satisfaction, consumer problem types experienced and consumer subjective competence level by elderly consumers. And we also confirmed whether there is a difference according to the gender, the number of households, the income earned, and the characteristics of the residence area by each year. As a result, in the case of the income class recognized by the elderly consumers, the rate of perception of the lower class is relatively high in the case of one person household. In 2015, the expenditure for economic expenditure is in the order of diet, living, and medical expenses in the order of 2015, but in 2017, the cost of medical expenses is the largest in the order of medical expenses, diet and living expenses. In the case of satisfaction by the consumer life area, the satisfaction level in the overall area is usually below the average level in 2015, but in 2017, the satisfaction level is increased. The types of consumer problems experienced by older consumers are both high in quality compared to quality in 2015 and 2017. Consumer information shortage and unreasonable labeling and advertising problems in 2015 and refunds and the problem-solving problem of the city. In the case of elderly consumers, the level of subjective consumer capacity was generally below 2015, and there was no difference according to the elderly characteristics. In order to confirm the characteristics of the elderly living in the future, it is necessary to continuously improve the composition of questionnaires so that the number of elderly consumers can be surveyed and comparisons can be made between the years.In addition, it is necessary to prepare and implement aged consumer - oriented policy through continuous follow - up on experiences and satisfaction of consumer problems by the characteristics of elderly people.
