필리핀 아로요 행정부의 외교정책 실재(Realities)와 그 특징

초록

본 논문은 아로요 행정부의 외교정책 실재를 면밀히 분석해 봄 으로써 현 필리핀 정부의 외교정책 특징이 구체적으로 무엇인가를 밝혀내 고자 하는 연구목적을 지니고 있다. 연구의 결과, 다음과 같은 특징적 양 상을 찾아낼 수 있었다. 첫째, 아로요 행정부의 외교정책은 전통적인 동맹 관계에 있는 미국을 여전히 중심에 두고 있다. 둘째, 아로요 행정부는 21 세기 새로운 강대국으로 역내에서 상당한 영향력을 펼치고 있는 중국을 중요한 외교적 파트너로 인식하고 그 관계를 매우 긴밀하게 유지 강화해 나가고 있다. 셋째, 아로요 행정부 외교정책 상의 주요국으로서 일본은 미 국과 중국에 비해 경제협력 분야를 제외하고는 그 외교적 중요성의 강도 가 상대적으로 좀 떨어진다는 특징적 양상을 보이고 있다. 넷째, 아로요 행정부의 외교정책은 여전히 아세안체제를 역내 지역안보 및 통상증대를 위한 틀(Framework)로 활용하고 있다. 다섯째, 아로요 행정부는 남부 민 다나오 섬을 중심으로 분리독립운동을 전개하고 있는 이슬람 무장단체 문 제를 해결하려는 과정에서 국제이슬람커뮤니티를 외교적으로 활용하고 있 다. 여섯째, 아로요 행정부는 국가주권 수호와 영토보존 문제를 동일선 상 에 놓고, 영토 내의 천연자원을 확보하고 환경을 보호하는 것이야말로 국 가의 주권을 수호하는 것이라는 관점에서 남중국해의 난사군도 영유권 분 쟁 해결문제를 외교정책의 중심에 놓고 펼치겠다는 의지를 보이고 있다. 마지막 일곱째, 아로요 행정부는 국가경제의 이익창출과 사회안정을 확보 한다는 차원에서 외국인 투자를 확대 유치하고, 관광산업을 육성하는가 하면, 해외근로자의 국내 송금액을 의식하고 그들의 권익보호를 외교채널 을 통해 적극적으로 펼치고 있다.

Abstract

The study attempts to deeply analyze the realities of foreign policy under the Arroyo administration, and then tries to find out what figures for the external policy the Philippine government has. In the results of research, the following figures could be found out: firstly, the foreign policy under the Arroyo administration is still centered on the United States, which is traditionally an alliance relations with the Philippines; secondly, the Arroyo administration finds a way to strengthen relations with the China as a new diplomatic partner in the 21st century, that takes politically and economically the power of influences on the East Asian region; thirdly, Japan as a main actor for the foreign policy under the Arroyo adminstration is relatively less than the United States and China in the extent to the diplomatic importances for the Philippines with the exception of the field on the economic cooperation; fourthly, the Arroyo administration takes an advantage of ASEAN system as a framework for improving trade relations and safeguarding regional security in their diplomatic front; fifthly, the Arroyo administration makes diplomatically use of the International Islamic Community in the peaceful process of solving the militant Muslim groups, particularly, the Abu Sayyaf Group(ASG), and Moro Islamic Liberation Front(MILF), believed to have links with the Al Qaeda as an international terrorist group; sixthly, the Arroyo administration tries diplomatically to solve the issue of Spratly Islands in the aspects of protecting the national sovereignty and the territorial integrity, which is a case of multilateral dominion dispute of East Asia; and finally, the Arroyo administration tries positively to attract foreign investors and foreign tourists for making interests of the national economy and safeguarding of the social stability, in additional, to protect the human rights of Overseas Filipino Workers through the various diplomatic channels.
