인도네시아는 한국의 중점협력대상국으로서 규모로 볼 때, 한국의 공적개발원조(ODA)의 3번째 수원국이다. 본 논문에서는 한국의 대 인도네시아 ODA 현황과 인도네시아의 경제성장에 있어서 ODA의 성과를 살펴보고자 한다. 한국의 대 인도네시아 ODA 규모는 한국 전체 ODA에서 약 7.5%를 있으며, ODA의 약 73%가 유상차관을 통해 지원되고 있다. 인도네시아에 지원된 ODA는 국민들의 삶의 질 향상에 도움이 되고 있지만, 한국의 대 인도네시아 ODA 지원 규모는 매년 인도네시아로 유입되는 전체 ODA 규모의 0.36% 수준에 불과하다. 이에 본 연구에서는 1979-2004년까지 인도네시아에 지원된 전체 ODA와 인도네시아의 자본투자/GDP, 노동가능인구의 성장률, 그리고 개방정도를 이용하여 ODA가 인도네시아의 경제성장에서 어떤 기여를 하는지 분석하고자 한다. 분석결과 ODA는 인도네시아의 경제성장에서 긍정적인 역할은 하지만 크게 기여하지는 않는 것으로 나타났다. 따라서 인도네시아는 ODA를 통한 경제성장보다는 해외직접투자 유입, 무역다변화 정책을 통한 경제성장이 더 효과적일 수 있다는 시사점을 얻을 수 있다.
Abstract
Indonesia is the third recipient country of official development aid (ODA) in a view of priority cooperation nation scale of Korea. This paper attempts to examine the current statues of ODA to Indonesia and the performance of the ODA in Indonesian economic growth. The Korea’s ODA to Indonesia takes 7.5% of entire ODA to Indonesia and about 75% of the ODA is provide with loan. The ODA to Indonesia improves the national welfare but takes only 0.36% of entire ODA to Indonesia. This study analyzes how the ODA contributes to Indonesian economic growth using information about entire amount of ODA to Indonesia during 1979-2004, capital investment/GDP to Indonesia, growth rate of possible labor population, and economic openness. The results show that ODA to Indonesia doesn't contribute greatly but plays a positive role in economic growth. Therefore the study indicates that economic growth through active foreign direct investment or trade diversification policy can be more effective than economic growth through ODA.
