Abstract
Globalization and Regionalization become nowadays a general tendency. The two concepts, which are prima facie opposite, are however two faces of one thing. Because regional integration around the economy is no less than a substantial motivating force of globalization driven by market integration. Therefore, Establishing a socially and politically stable governance in the Northeast Asia as alternative to economic integration accelerated in this area is necessary. Nevertheless,, argument on alternative form of governance is still far off. This lies essentially in the political-economical power relationship in Northeast area. This article handles at first with the various features of international relationship in the Northeast area, and then diagnoses the existing several forms of regional regulatory regimes(regionalism, bilateralism, multilateralism). After that, it will be argued over an possible regional governance lies by multi-level political regime. Last but least necessary conditions for that would be presented.
