Abstract

Cooperation and Conflicts in East Asian Regionalism: from APEC to EAS Jun, Kiwon(Republic of Korea Naval Academy) The purpose of this paper is to examine cooperation and conflicts in East Asian regionalism from APEC(1987) to EAS(2005). APEC which reflects U.S. regionalism strategy in Asia Pacific region is the first movement of regionalism in Asian region. From that point, U.S. excluded East Asian regionalism began to grow and confronted with U.S. opposition. After APEC, EAEG(1990), EAEC(1991), ASEAN+3(1997) and EAS(2005) were the results of East Asian regionalist transformation responded to U.S. rejection. ASEAN was the leading force in shaping East Asian regionalism. Three East Asian countries, Korea, China and Japan, were invited by ASEAN to reinforce the regionalism. ASEAN played the leading role in ASEAN+3. Thus, the most important thing what should be done for the development of East Asian regionalism is to push Korea, China and Japan to take the leadership in the regionalism. From APEC to EAS, East Asian regionalism has shown confronting schemes like (1) U.S. included regionalism vs. U.S. excluded regionalism; (2) U.S. vs ASEAN+3; and (3) Japan, Australia, Indonesia vs. Malaysia, China. The first EAS showed that one of the most serious problems for East Asian regionalism is discord between China and Japan. If the recovery of Chian-Japan relationship for regional cooperation fails, East Asian regionalism will remain with imagined community based on bold aspirations.
