이 글의 목적은 현재 안보 개념이 그 대상과 목표가 매우 포괄적이고 다양하다는 점에 주목하고 안보개념의 광역화를 통해 동북아지역 안보협력 과제를 검토하고자 한 것이다. 이러한 연구목적에 따라 첫째, 변화된 안보환경을 살펴보았고 둘째, 새로운 차원의 안보개념과 동북아지역 안보위협 요인을 고찰하였다. 결론으로 향후 동북아지역 안보협력 과제를 제시 살펴 보았다. 오늘날 안보환경은 매우 불안정하고 유동적이며 예측 불가능한 모습을 보이고 있다. 모든 국가들은 전통적인 안보위협과 더불어 새롭고 다양한 안보위협에 대처하지 않으면 안되는 상황에 직면해 있다. 신개념의 안보는 안보대상 및 목표를 크게 확대시킨 것으로, ‘인간의 안위와 관련이 있는 제가치의 보호’라는 포괄적인 의미로 이해되고 있다. 동북아지역 안보상황은 안정과 불안정 요인이 공존하고 있으며 전략환경의 측면에서도 유동성을 띠고 있다. 대표적인 안보위협 요인으로는 북한 핵문제와 미사일 문제, 역내 국가간 군비증강을 비롯한 역내 국가간 영유권분쟁, 에너지패권경쟁, 경제문제 등을 들 수 있다. 이러한 안보문제 해결을 위해서는 유럽의 OSCE와 같은 포괄적 수준의 안보협력체 마련이 필요하고, 북핵문제 해결을 위해 마련된 6자회담은 하나의 대안이 될 수 있다.
Abstract
The objective of this study was to examine the security cooperation tasks in the Northeast Asian region through the conceptual expansion of security based on the fact that today’s concept of security has very comprehensive and various targets and goals. Toattain this objective, the present study looked into the changed security environment and then a new dimension of security concept and the security-threatening factors in Northeast Asia. In conclusion, this study investigated the forthcoming security cooperation tasks in the Northeast Asian region. Today, security environment shows very uncertain, floating and unpredictable aspects. Accordingly, each country is forced to cope with new and various security menaces as well as traditional security ones. Covering a greater scope of targets and goals, the security in a new concept is understood as a comprehensive meaning, i.e. "protection of the values associated with human security" Northeast Asia shows the coexistence of stabilizing and destabilizing factors in its security environment and the fluidity in its strategic environment. The representative security-threatening factors include North Korean nuclear and missile issues, intraregional interstate armament races, territorial disputes, energy hegemony struggles and economic issues. The solution of such security problems requires the establishment of a comprehensive security cooperation body such as the Organization for Security and Co-operation in Europe (OSCE) in Europe. Held to settle North Korean nuclear issues, the six party talks can be referred to as an alternative.
