한국의 외국인투자 지원제도 비교 분석: 서비스유형 외국인투자지역 지정제도를 중심으로

Abstract

The structure of foreign direct investments (FDI) to Korea has changed since the mid-1990s. The major industry in the FDI has changed from the manufacturing industry to the service industry. The Korean government has introduced a incentive system called 'foreign investment region for the service industry' to increase FDI in specific service industries in 2010. Up to now there is however no any foreign investment region for the service industry. It means that the system is not effective. This paper investigates the reasons by comparing the incentive system with other incentive systems for foreign investment. It is found that the incentive system for the service industry does not have any advantage to other FDI incentive systems in all aspects such as conditions for entering the region, location incentives, tax exemption, and cash supporting. It is recommended that the government has to adjust the incentive system to be effective for FDI in the service industry. Industries allowed to enter the region should be more specified. The conditions for entering the region should be less strict. In addition, incentive in taxation should be provided for firms entering 'foreign investment region for service industry'.
