필리핀 경제특구의 성격 변화와 까비테 지역의 한국 투자기업

본 연구는 필리핀 최대의 제조업 생산기지이자 한국의 제조업기업들이 가장 많이 진출한 까비테주의 지역특성 및 까비테경제특구에 입주한 한국계투자기업들의 활동에 대한 사례연구이다. 본 연구는 필리핀의 경제특구 정책의 변화와 탈산업화의 과정이 어떻게 전개되었는지를 설명하는 것을 목적으로 한다. 필리핀의 외국인투자정책은 1995년 경제특구법제정 이후 크게 변화되었다. 까비테경제특구는 필리핀경제구역청이 직영하는 대표적인 공영특구로, 한국계 중소제조업체가 가장 밀집되어 있는 곳이다. 필리핀의 경제특구는 2000년대 중반 이후에 민간기업의 주도의 도심 오피스형 경제특구(BPO 중심) 개발이 강화되면서 탈산업화 경향이 강화되었다. 하지만 까비테경제특구는 여전히 필리핀의 저숙련노동층에게 안정적이며 건전한 생산직 일자리를 제공한다는 점에서 의의를 지닌다. 한국투자기업들이 이곳에서 노사상생, 지역상생, 기업 간 내부연계성 확대를 통한 기업생태계 구축할 수 있게 된다면, 한국과 필리핀의 경제협력에 있어 중요한 역할을 수행할 수 있을 것이다.
Abstract
This article is a case study on the locality of the Cavite Province where the largest manufacturing production base in the Philippines. Especially, Cavite Economic Zone(CEZ) is the important investment destination for most Korean manufacturing firms in this country. The purpose of this study is to explain how the changes in the SEZ policy and the process of deindustrialization in the Philippines have affected on. Philippine’s FDI policy has significantly changed since the enactment of the Special Economic Zone Act of 1995. The CEZ is a representative public ecozone managed by the Philippine Economic Zone Authority(PEZA). Since the mid-2000s, it has been reinforced to develop downtown-office type ecozones(BPO-centered) by local major private developers. However, the CEZ still has significance in that it provides stable and sound production jobs for low-skilled Philippine workers. If Korean investors could build a sound manufacturing ecosystem in the CEZ through mutual industrial relationship, win-win interaction between firms and local society, and internal linkage among locators, it would contribute for strengthening of economic cooperation between Korea and the Philippines.
