초록

North Korea has become a failed energy state since the mid-1990s due to the collapse of the communist bloc and natural disasters. More recently, North Korea’s continuous pursuit of advanced nuclear technology has resulted in international sanctions, which have worsened the country’s energy security. Against this backdrop, this study argues that renewable energy programs can offer a promising avenue for inter-Korean cooperation mainly because of the overlapping interests in renewable energy development on both sides of the Korean peninsula. North Korea has paid increasing attention to renewable energy to resolve its energy crisis in the face of restrictions on energy imports under international sanctions. In South Korea, the Moon Jae-in administration has been pursuing an energy transition policy designed to expand renewable energy. Renewable energy cooperation with the North can facilitate South Korea’s transition to a green economy and contribute to the fulfillment of its carbon reduction target under the Paris Agreement. As such, this study discusses the conditions that render renewable energy cooperation a positive sum game between the two countries.
