Abstract

Yumeshima, originally an artificial island developed from reclaimed land, was designated as the Expo site but remained underutilized after Osaka's unsuccessful bid for the 2008 Olympic Games. The 2025 Osaka-Kansai Expo was initially considered a tool for metropolitan governance reform, specifically the Osaka Metropolis Plan (Ōsaka-to kōsō). But its purpose gradually shifted towards economic revitalization, including the introduction of casinos, and inter-city competition. The Expo presents a vision for a future society utilizing information and communication technology (ICT), emphasizing: (1) the restructuring of industries (economic reconfiguration) in both global and secondary cities; (2) the prominent role of waterfront developments, smart city initiatives, and the Sustainable Development Goals (SDGs) as defining characteristics of 21st-century Expos; and (3) the dual promotion of the Expo and the Integrated Resort (IR) Casino as catalysts for the revitalization of Osaka and the broader Kansai region, which has generated both significant anticipation and considerable apprehension. Notably, the “Great Expo” concept (the expansion of the expo), proposed by government and economic research institutions, introduces an innovative paradigm by extending the event’s temporal, spatial, and thematic boundaries through the incorporation of virtual pavilions and diversified economic activities. However, host cities for mega-events face challenges in balancing costs and economic resources, fostering collaboration between public and private sector actors, and coordinating diverse projects during preparation and post-event utilization. The urban regeneration case of the ‘Second City’ Expo will serve as a “living-lab” for future societies, forecasting economic, environmental, and socio-spatial transformations.
