사회복지행정의 평등적 가치에 관한 연구: 건강보험의 내재성을 중심으로

한국 사회복지행정의 이념이 서구의 그것과 근본적인 차이가 있을 수 없겠으나 서구의 행정이념 자체가 곧 우리의 것일 수는 없다. 우리의 행정이념은 바로 우리의 헌정질서와 경제, 문화, 사회, 정치 환경 속에서 우선적으로 탐구하면서 서구의 행정이념을 우리의 행정 속에서 조명하여 나가야 할 것이기 때문이다. 우리 헌법에 명시된 민주적 기본질서의 이념과 가치는 민주주의 이념과 가치가 서로 통하나 민주주의가 무엇이냐에 관해서는 많은 견해가 대립되고 있다. 그러나 대체로 민주주의의 이념에 대해서는 자유와 정의, 평등이라고 할 수 있으며 다만 나라와 시대의 상황에 따라서 이 가운데 어느 이념을 상대적으로 중시하느냐에 정도의 차이가 있을 뿐이다. 민주정치는 결국 자유와 정의, 평등의 이념을 구현하는 수단으로써 행정의 민주화가 요청되고 나아가 인간의 존엄성보장을 위한 사회복지권의 존중이 전제될 때 국민의 삶의 질은 향상될 수 있을 것이다.
Abstract
The ideology of social welfare administration in Korea cannot be fundamentally different from that of the West, but the administrative ideology in the West itself cannot be ours. This is because our administrative ideology should be explored first in our constitutional order, economy, culture, society, and political environment, while examining the administrative ideology in the West in our administration. Although opinions on democratic ideology and values are in common with respect to the ideology and values of the democratic ground order specified in our constitution, many opinions are conflicting on what democracy is. However, in general, democratic ideology may include freedom, justice, and equality, and there is only a difference in the degree to which ideology is placed relatively important among them depending on the situation in the times and of the country. In the end, the quality of life of the people can be improved, when democratization of administration is requested with democratic politics, as a means of realizing the ideology of freedom, justice, and equality, and further, respect for social welfare rights to guarantee human dignity is premised.
