우리나라의 행정문화에 영향을 준 유교문화는 타인을 배려하고 도덕성을 강조하는 장점을 많이 가진 문화이지만 한편으로 주체의식이 약하고 자기표현의 가치가 덜 존중되어 책임성과 관련하여 많은 문제를 초래하고 있다. 특히 권위주의적 문화의 영향으로 인하여 상하 계층간의 뚜렷한 구별은 행정 고위계층의 책임의식을 약화시키고, 지시나 명령을 받아 실제 행정을 집행하는 계층의 책임회피현상을 결과하여 책임 문제의 심각성을 더하고 있다. 군사정권, 징병제, 획일적이고 강압적인 교육제도 등이 어렸을 때부터의 자율적이고 창의적인 문화 학습을 저해하였으며 이로 인하여 권한은 가능한 많이 가지려고 하면서도 책임은 회피 할 수 있으면 회피하려는 문화로 몰고 가고 있다. 하나의 정책이나 행정에 복잡하고 방대한 조직, 기관, 부서가 관련되고 있으면서도 또한 권위주의, 시장논리, 국민적 정서 등 보이지 않는 정치적 성향까지 복잡하게 얽혀 있는 책임구조를 형성하는 현실에서 법적인 책임의 강화, 공무원 책임교육의 현실화, 획일적이고 강압적인 징병제와 교육제도의 개편을 행정책임문화의 확보방안으로 제시하였다.
Abstract
The confucianism has been effected on the Korean pubic administration for a long time. Although the confucian culture has a lots of merits consideration of others and great emphasis on high morality, but it has much default in relation of responsibilities. The confucian culture is hard to held in respect of the self consciousness and the self expression values. It causes serious problems with respect to responsibilities in the Korean public administrations. Especially the Korean public administration has been heavily influenced by the authoritarian culture that emphasis on the hierarchial structure in organization and society. The upper officials are generally accepted irresponsible because of they are high class and the lower officials do not willing to take responsibilities because of they implement according to order or command of the upper. With the military regime, the conscription system, and uniformly coercive education system had been an obstacle factors for learning autonomous and an initiative culture. As a result people wants the more power as possible but they willing to avoids responsibilities as possible. In addition a public administration or a policy is not through one hand but through many hands before they are actually put into effect. In the crisis of Korean public administrative responsibilities with authoritarian orientation, market logic, national emotion, and invisible political propensity, this paper claims to enforcement of responsibility as accountability by short term plan, realization of education program for the officials by middle term plan, and reform of conscription system and education system by long term plan.
