한국의 NGO 재정지원제도 변화 고찰

초록

우리나라의 NGO활동에 대한 정부의 재정지원의 변화는 관변단체 중심에서 정부와 NGO의 파트너십으로의 재정지원제도로 전환하는 것이 바람직하다. 이러한 맥락에서 본 연구의 목적은 정부의 NGO 재정지원제도의 변화를 이해하고 잘 활용함으로써 NGO활동의 재정확보와 NGO의 자립성을 높이는데 기여하고자 한다. 이를 통해 공공 분야에 시민의 자율적인 참여의 길은 활성화될 것이다. 일반적으로 NGO의 재원은 개인과 기업으로부터의 기부금과 회비, 정부와 기업으로부터의 보조금이나 조성금, 정부와 기업으로부터의 위탁사업비, 그리고 자체 재원인 사업수입 등이 있다. 이 중에서 NGO는 한 곳으로부터 필요한 자금을 모두 획득할 수 있으며, 복수로부터 자금을 획득하는 경우도 가능하다. 최근 우리나라의 NGO활동에서 정부와 NGO 간에 파트너십 관계는 증가 추세에 있다. 그 이유는 정부는 NGO에 자금만 제공함으로써 작은 정부로 예산을 절감할 수 있기 때문이다. 또한 신뢰를 받는 NGO는 풍부한 재원을 제공할 수 있는 정부와 파트너십을 형성하는 일이 중요하다. 이러한 변화에 맞게 정부지원금을 획득하기 위한 발전적 관점은 첫째, NGO의 사업계획서는 정부가 결정한 사업 유형에 대한 적합성을 우선적으로 판단하고 계획을 잘 구성해야 한다. 둘째, 본래의 사업내용 및 수행방식의 결정에 있어 NGO의 자율성을 제약하는 요인을 분석해야 한다. 셋째, 재정적인 지원을 얻기 위해 조직의 설립 취지의 일관성이나 목표의 명확성이 희석될 우려를 고려해야 한다. 넷째, 평소의 NGO활동에 대한 자료를 Data Base로 해당 관련 행정부처와 공유할 수 있도록 재정회계, 의사록, 활동사항 등을 투명하고 공정하게 관리한다. 그러나 정부의 재정지원은 제약과 한계를 가지고 있기 때문에 NGO의 원활한 활동을 위하여 다양한 재원을 확보해 가야 한다.

Abstract

The government's financial support for Korea's NGO activities is desirable to shift from QUANGO to a financial support programs that is a partnership between the government and NGOs through open competition. In this context of change, the purpose of this study is to increase the financial independence of NGO activities by considering the government's financial support programs. This will encourage citizens' voluntary participation in the public sector. The funds of NGOs are contributions and dues from individuals and businesses, subsidies or contributions from governments and businesses, and funds for consigned business from governments and businesses, and business revenues from their own sources. Of these, NGOs can obtain all the funds they need from one place, and they can also obtain funds from multiple sources. The partnership between the government and NGOs has been on the rise recently in Korea's NGO activities. The reason is that the government can save the budget with a small government by providing only funds to NGOs. It is also important for trusted NGOs to form partnerships with governments that can provide ample resources. In this context, in order to obtain government funding for NGO, the following can be presented: First, the NGO's business plan should prioritize the suitability of government-determined types of projects and make good plans. Second, factors limiting the autonomy of NGOs should be taken into account in the determination of the original project content and methods of performance. Third, to obtain financial support, we should consider concerns that consistency in the purpose of the organization's establishment or clarity of its goals will be diluted. Fourth, transparently and fairly manage financial accounting, records, and activities so that data on ordinary NGO activities can be shared with the relevant administration departments through the Data Base. However, the government's financial support has limitations and limitations, so various resources must be secured for the smooth operation of NGOs.
