베트남의 디지털 경제 관련 법제 구축 현황과 남북관계에 주는 시사점

초록

베트남은 지속적으로 연평균 7%대의 경제성장을 사회경제개발전략에 포함시켰으며, 실제로 이를 달성해 왔다. 베트남의 디지털 경제 관련 법제는 2007년 WTO 가입을 전후로 제한적이나마시장친화적 제도를 구축하고자 하는 노력이 반영되고 있으며, 이 과정에서 한국의 역할도 적지않았던 것으로 보인다. 특히, 베트남은 사회경제개발전략과 연계하여 디지털 경제 육성 관련 「 2025 국가 디지털 전환과 2030년 비전」 등 마스터 플랜을 마련하여 이를 달성하고자 노력하고있다. 국제사회는 베트남의 비전과 전략이 디지털 경제 실현을 위한 바람직한 방향으로 설정되어있다고 평가하고 있다. 북한 역시 5개년 단위의 국가경제발전 계획에 디지털 경제와 관련한 내용을 포함하고 있으나, 디지털 경제 육성과 관련한 종합적인 마스터 플랜은 확인되지 않고 있다. 국제사회의 대북제재국면에서 과학기술강국 건설을 통한 사회주의경제강국 건설 노력은 성과 달성이 쉽지 않을 것으로 평가된다. 제재 국면과 현재의 남북관계를 고려할 때, 남북 간 직접적인 ICT 분야의 교류 협력은 쉽지 않은 상황이다. 추후 남북관계가 개선될 경우 한국의 베트남에 대한 KSP 사업 사례와같이 종합적인 계획 수립 및 제도 구축과 관련한 인적·제도적 협력은 검토 가능하다고 판단된다.

Abstract

Vietnam has consistently included an average annual economic growth of 7% in its socio-economic development strategy and has actually achieved this. Vietnam's digital economy-related legislation reflects its efforts to establish a market-friendly system before and after joining the WTO in 2007, and Korea seems to have played a significant role in the process. In particular, Vietnam is striving to achieve this by preparing master plans such as 「2025 National Digital Transformation and 2030 Vision」 related to fostering the digital economy in connection with socio-economic development strategies. The international community evaluates that Vietnam's vision and strategy are set in a desirable direction for the realization of the digital economy. North Korea also includes information related to the digital economy in its five-year national economic development plan, but no comprehensive master plan has been identified for fostering the digital economy. It is evaluated that efforts to build a socialist economic powerhouse through the construction of a science and technology powerhouse will not be easy to achieve results in the face of international sanctions against North Korea. Considering the sanctions phase and current inter-Korean relations, direct exchange and cooperation in the field of ICT between the two Koreas is not easy. If inter-Korean relations improve in the future, it is judged that human and institutional cooperation in establishing a comprehensive plan and establishing a system, as in the case of Korea's KSP project in Vietnam, can be reviewed.
