베트남과의 IT협력의 현황 및 과제

Abstract

Vietnam is emerging as an ASEAN's core country through stable economic growth. In particular, the Vietnamese government pays much attention to activating IT industry such as improving the poor information and communications infrastructure in order to achieve continuous economic growth. This paper attempts to investigate the current status and prospects about the cooperation between Korea and Vietnam to obtain some policy implications for promoting the cooperation. The Vietnamese IT industry has recently shown a highest growth rate in the world, although its IT infrastructure is still worse than those of developed countries. Interestingly, the mobile communications market is growing higher than wired-line communications industry in Vietnam because of some geographical characteristics. Internet market has grown rapidly since monopolistic market structure was changed into more competitive one in 2002. However, low PC penetration rate and a lot of regulations make growth of Internet industry difficult. The Vietnamese government financially and institutionally assists S/W and H/W industry in spite of that illegal copy is common and the dependence on foreign companies is heavy. The Vietnam government shows a great interest in Korean IT companies' entering Vietnam because Korea's IT industry has been much developed, Thus, Korean IT companies has been increasingly entering Vietnam and expanding the investments in Vietnam. However, most of Korean small and medium IT enterprises are faced with a number of difficulties in operating business in Vietnam. This paper proposed financial and institutional support of government for the companies which intend to enter Vietnam, education of local IT professional manpower, strategic alliance with local companies, etc as policy tools. The IT cooperation between the two countries can contribute to economic growth of both Korea and Vietnam in the future.
