한국 위기관리 시스템의 효율화 방안 - 미국과 일본의 사례를 중심으로

국가의 성공적인 위기관리의 핵심은 각종 위기 상황 발생을 최소화하기 위한 철저한 대비 노력과 함께 불가피하게 발생한 위기에 신속하고 효율적인 초기대응과 복구를 수행하는 것이다. 본 연구에서는 위기관리 시스템의 효율화 방안을 모색하기 위하여 위기관리의 선진국인 미국과 일본의 사례를 중심으로 분석하였고, 아울러 사례 분석을 통하여 나타난 결과를 근거로 하여 다음과 같은 위기관리 시스템 효율화 방안을 제시하였다. 첫째, 국가 위기관리 정책의 집행 부처는 수평적으로는 다른 중앙부처와의 조정 및 협력 기능을 수행할 수 있는 권한과 능력을 지녀야 한다. 또한 수직적으로는 광역자치단체와 기초자치단체를 밀접하게 연계시키는 한편, 시민사회단체와의 파트너십 구축을 통한 국가 위기관리 거버넌스 시스템을 구축할 수 있는 역량을 확보하는 것이 중요하다. 둘째, 우리나라 지방자치단체는 위기관리 역량이 매우 열악한 형편이다. 그리고 총액인건비제 등의 시행으로 인해 정책 및 예산우선 순위에서 위기관리 영역은 항상 후순위에 놓일 가능성이 더욱 커졌다. 따라서 현재 유사업무이면서 분리되어 있는 기능인 소방, 민방위, 방재, 안전관리 등을 통합하여 위기관리 조직의 역량을 제고시킬 필요가 있다. 또한, 효율적인 기초지방자치단체의 재난 초동대응 시스템을 확립하기 위해서는 기초지방자치단체의 실질적인 재난총괄, 조정기능을 확보할 수 있도록 단체장 직속의 위기관리실을 신설해야 한다. 즉, 지금의 과(課) 단위의 부서를 실(室) 단위로 상향 조정하여 조직을 개편하고, 일 반 업무를 제외한 상황관리 업무를 전담하는 인력을 확보해야 한다. 그 방안으로서 전보제한제를 철저하게 시행하고, 위기관리 직렬을 신설하고, 기술직(전산직 및 통신직) 직원을 충원해야 한다. 아울러, 평소 재난 시설물들에 대한 안전점검을 실시하고, 각종 위기 상황발생 시 현장에 출동하여 위기 상황을 수습을 전담하는 기동대응팀을 신설할 필요가 있다. 셋째, 기초지방자치단체 재난상황 근무인원을 확충하여야 한다. 그 예로서 공익근무요원을 선발하는 문제도 검토할 수 있고, 상환근무자의 3교대제, 근무성적평정시 우대 등을 고려할 수 있다. 아울러 국내 방재전문교육기관(국립방재교육연구원, 소방학교 등) 및 시도공무원교육원 등에 전문 위기상황관리자 과정을 신설하는 방안과 위기관리 담당 공무원들에 대한 해외 연수 등을 적극적으로 실시할 필요가 있다. 끝으로, 위기발생 현장을 효율적으로 지휘·지원할 수 있도록 현장 유관 기관간에 정보공유기능 및 모바일 기능을 강화하고, 핸드폰 화상 및 문자전송 수신시스템 구축, 민간자원관리 시스템을 개발하여 보급하는 것이 필요하다. 아울러 재난관련 유관기관들끼리 통합적으로 운영할 수 있는 토털 위기정보관리 시스템을 구축하여 운영하여야 한다.
Abstract
When the primary function of government is considered to protect lives and property of citizens, emergency management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. Disaster may take various forms, and may occur as a result of one or more of a wide range of events, both natural and those induced by man. When a hazard strikes, it does so in one or more local jurisdictions. Local government has the first line of official public responsibility. Local government, therefore, has to develop and maintain a program of disaster management to meet their responsibilities to provide the protection and safety of the public. So, the emergency management organization of the local government should be expanded and rebuilt. The establishment of integrated local disaster management organization is required to effectively cope with prevention of the various emergencies and to cooperate the system between diverse divisions. And, with the growth of the capability of local governments, much responsibility and authority on planning, implementing, responding hazard should be given to local governments. And, emergency management personnel need continuous training and must keep fully apprised of all possible hazard effects, understand how these effects can affect their operations. Business and industry officials and planners also need to be educated on the full range of potential hazards, their economic implications, and emergency preparedness principles. Emergency management is more complex subject in the public sector. Obviously, there are many kinds of disasters. Rational handling of each kind requires different understanding about cause-effect nexuses, appropriate technology, and planning approaches. This complexity extends to planning for human resource requirement as well. Human resources mean people capable of performing formally and informally prescribed roles in governmental, private institution and also as citizens. Therefore, emergency manager and officials should be an expert in the field. The disaster managers and officials should take into account and understand the social, technical, legal and economic factors that are related to the various emergencies. For this purpose, in order for local government to be able to prevent and respond actively to hazards, it is essential to enhance specialization of local employees. Such an improvement for the specialization of local disaster management employee should contain the following items ; reinforcement and appropriateness of disaster education program, the establishment of national institute for hazard prevention research, activation of overseas training, the prevention of frequent personnel changes for specialization and continuity. The unified communication network and preliminary emergency communication network should be established among the disaster-related organizations and agencies.
