수사전문경찰 선발시험에 대한 수사형사들의 인식에 관한 연구

Abstract

The Purpose of this study is to promote future professionals in the field of police investigation by understanding the assessment of the expert police detectives on the upcoming police investigator selection examination. Implementing Q methodology subjecting 50 expert police detectives, this paper proposes alternative policy than the present selection examination. Policy suggestions are summarized below. First, given equal incentives with other departements are provided, incentives-valuing type displays improved investigation efficiency along with task responsibility. Second, reinforcement of on the job education and training along with instillation of self-esteem from investigation are prerequisite conditions for the honor-valuing type. Third, professionalism-valuing type requests groundbreaking reformation of an overall system such as gradual development of poor education system, efficient human resources management for the police investigators, enlargement of investigation structural system. Fourth, civil rights-valuing type demands for enhancement in awareness of human rights to the police investigators along with specialization of education. Fifth, the most agreed statement refers to acutalization of investigation expenses and various provision of incentives; such response, for the future development of the police investigation system, needs to be attentively considered and embraced. The most disagreed statement describes reinfored monitoring system inside and outside; such feedback implies that excessive monitoring is likely to induce mutual mistrust among the investigators and become the cause of hindrance to the development of the system.
