사이버 범죄·테러의 실태분석과 경찰 사이버치안 체계의 발전방안에 관한 연구

Abstract

As cyberspace has many advantages such as cyber shopping and cyber banking, crimes have been increased as well, so the special attention is focused on criminal justice issues related to cyberspace. Recent attempts to connect the nation's vital computer networks, such as financial networks, transportation networks and administrative networks, have been active, raising concerns that terrorist attacks will soon lead to paralysis of the nation's central nervous system, and the repercussions and losses from them will be unimaginable. There are many types of cybercrimes, including infringement of information and communication networks, illegal use of information and communication networks, and illegal content crimes. Cyber terrorist attacks are expanding into various types, including phishing, spear-phishing, centralized software penetration, personal information leakage, blackmail, and ransom-ware, etc. Cyber-security is facing the simple reality of criminal judicial control in cyberspace, which has characteristics such as non-visibility, anonymity evidence, and wide-area diversity, amid rapid changes with the start of the 5G era. Recently, the DDoS attacks paralyzed the servers of major agencies, and cyber terror attacks have caused National Agricultural Cooperative Federation(Nong-hyup) to be terrorized and wreak havoc. This means that the destructive power of cyber threats goes beyond simple service paralysis or economic loss as in the past to a critical stage of threatening national security. Cyber-threats use new methods of hacking techniques or develop hacking overseas automation programs, resulting in a rapid increase in hacking incidents in advanced countries and in our country, and a growing number of cases in which state-run intelligence systems are down. At this critical time, the police, who perform law enforcement duties to protect the people's safety in the closest streets of the nation, will be in dire need of a future-oriented cyber security policy. This paper presents the following several strategic measures to effectively respond to cybercrime and cyber-terrorism at the police level. Firstly, joining the international cyber community for efficient cyber-policing and promoting international recognition; secondly, future-oriented design of cyber-policing organizations and systems; thirdly, systematic and efficient management of human resources; fourth, strengthening cyber investigation capabilities; and fifth, enhancing cooperation at both home and abroad to expand cyber security governance.
