우리나라 사이버 테러 실태 및 대응 방안에 관한 연구: 경찰 사이버보안 전문가를 대상으로

본 연구는 경찰 사이버보안 전문가를 대상으로 심층면접을 실시하여, 디도스 사이버 공격 대응방안을 탐구하는데 궁극적인 연구 목적이 있다. 무엇보다도 최근 발생한 북한의 디도스 테러 공격 방법 및 수법을 상세히 소개하면서 경찰 보안전문가들이 테러 대응전략에서 가장 시급하게 개선되어야 한다고 보는 현안이 무엇인지 밝히는데 연구의 초점을 둔다. 현대 사회인들이 일상생활에서 매일 접하게 되는 컴퓨터와 네트워크는 인류 문명의 산물이기도 하지만, 자칫 우리 사회와 국가안보에 대한 치명적인 피해를 야기하는 사이버테러리즘의 대상이 되기도 한다. 이에 본 연구에서는 사이버 테러리즘의 한 유형인 디도스 공격의 실태를 살펴보고, 특히 분단국가라는 특수상황에서 벌어지는 북한의 대남혁명 전략 차원의 최근 디도스(D-dos) 공격 실제 사례를 검토하는데 주력할 것이다. 또한, 국내 웹서버호스팅 업자의 이윤 도모를 위한 실정법 위반 사건을 살펴봄으로써 새롭게 다가오는 우리 안보 대응책의 문제점을 확인하고, 이에 대한 대응책을 실무 경찰 전문가들의 목소리를 통해 직접 확인하도록 한다. 실무에서 사이버테러 대응업무를 담당하는 경찰 보안전문가 다섯 명을 상대로 심층 면담을 실시한 결과, 본 연구에서는 경찰 실무자들이 주로 사이버테러 대응 관련 ‘전문인력 양성’ 및 민간 부분과 공공부문간 ‘협업 체계’ 중심의 사이버테러리즘 대응방안을 강조하는 것으로 확인되었다. 이하 본문에서 대응방안과 관련된 세부 사항을 보다 자세히 논의하도록 한다.
Abstract
This study aims at investigating the prevalence of cyber-terror of North Korean and finding significant policy implications to combat the terrorism by focusing on D-dos attack which is called Distributed Denial of Service Attack. Among lots of the problems of contemporary society, daily used computer and its network systems are not only the products of history of mankind but also the targets of cyber terrorism which could lethally inflict on our society and national security. Under the unique situation of the division of Korean into North and South, and North Korea’s communism revolution strategy against South Korea, it also observes the real criminal case related to a owner of South Korean web server hosting co. who broke the National Security Law and the Information Communication Network Act in order to pursue his economic profit. By doing so, we could confirm the today challenges of the national security and crime control, and finally elicit the counter cyberterror policies such as the cyber man power training and cyber governance against cyber terrorism through the depth interview of the cyber security experts in Korea National Police Agency.
