Abstract

The increasing number of sexual crimes against children in Korean society in recent years, such as Cho, Do Soon (2008), Kim, Gil Tae (2010) and Kim, Su Cheol (2010), has called for more efficient measures to child sex crimes. Until now measures to child sex offenders have mainly been following traditional methods, as strengthening the police’s patrol activities, preventing the second or third crimes by arresting criminals, or increasing penalties. There have recently been new means or systems, like the electronic anklet, the drug treatment for sexual impulse (the chemical castration) or the medical treatment and custody system for criminals with sexual perversion, to control child sex offenders and prevent their second crimes. Despite the introduction of such innovative criminal justice systems, however, the number of child sex offenses is increasing by year. Particularly, the police and probation organizations that are in charge of the prevention of child sex crimes in local communities fail to cooperate with each other and establish and execute separate measures, causing these measures to be inefficient. Most of all, the criminal information, anecessity in establishing a crime prevention policy, is not being shared among related organizations: not only do the collection and control of related information executed overlap among the organizations, but such information also fail to be efficiently and timely utilized in the investigation, trial and correction processes, hindering the establishment of effective measures. Therefore, this study stressed that it is the information sharing between the police and the probation organizations, besides the establishment of legislative and systemic crime prevention infrastructure, that is the most urgent task, and proposed as policy suggestions various plans to strengthen information sharing. The aim of this study was to argue that it is necessary to take more effective measures to the prevention of child sex crimes and the arrest of child sex offenders by promoting the police and the probation organizations to share criminal information each organization has accumulated over the years. Toward this end, the study suggested the following measures in order to strengthen the information sharing for the prevention of child sex crimes: first, the police and the probation organization should share the goal and value of preventing second or third crimes of child sex offenders; second, they should establish an information sharing system based on an official cooperative system or a cooperative channel; and third, to make effective use of the accumulated and shared information by such methods, a crime information control system should be established and operated.
