북한의 정치 변동과 ‘일상의 정치’: ‘김정일체제’ 이후

본 연구는 ‘김정일체제’ 이후북한의 관료체제와 이데올로기의 변동이 북한의 지배구조와 주민들에게 어떤 영향을 주었는지 분석하는 것이다. 이를 위해 세 가지 측면에 대한 이론적 고찰을 진행했다. 그것은 사회주의체제에서 관료체제적 관직위계질서의 변화과정, 이데올로기, 북한의 관료와 대중들의 ‘일상의 정치’(politics of everyday)이다. 김정일체제는 관료체제의 이완 및 붕괴, 이데올로기 기제의 작동 불가능으로 인해 지배의도가 관철되지 못하고 있다. 또한 북한 지도부의 감시와 통제에도 불구하고, 해 지배 의도는 왜곡굴절변형되고 있다. 관료체제의 작동 불능 그리고 관료와 주민들의 사적 영역과 자율성의 확대는 ‘판옵티콘적 관료체제’의 해체와 지배구조의 변동을 의미한다. 에 의해 대체되고 있다. 북한의 변화과정의 원동력은 관료와 주민의 일상의 정치에 의한 것이며, 이 일상의 정치가 지배전략과 충돌하며 새로운 북한적 구조를 형성할 것이다.
Abstract
This study aims to analyze the transformation of the bureaucracy and ruling structure in North Korea after 1994, using the following approaches. First, the study examines how the bureaucratic hierarchy was changed in the socialist regime of North Korea. Second, it investigates how ideology contributed to crisis management of the North Korean regime and the changes it went through during this period. Third, it looks into ‘the politics of everyday’, which encompasses not only the people, but also the bureaucrats who appropriate the ruling strategy by its distortion and reconstruction. In short, the study defines North Korean politics mainly as a composite of bureaucracy, ideology and ‘the politics of everyday’. By means of ‘the politics of everyday’, both bureaucrats and the people demanded a redirection in the development strategy that had been enforced by the North Korean leadership. Subsequently, it taking to pieces ‘Panopticon bureaucratic regime’ and ruling structure is transforming. That is, the people and bureaucrats continued to expand the sphere of ‘politics of everyday’, through which a new ruling structure came into being where both gaze of monitoring and counter-monitoring existed and clashed with each other.
