세종특별자치시 자살 감소 방안에 관한 탐색적 연구

세종특별자치시는 급격한 도시성장 및 인구 유입, 원도심과 신도심의 격차로 인한 소득 불균형 및 주거 환경 등의 지역적 격차가 뚜렷한 곳이며, 매년 예측하기 어려운 자살률 변동 추이로, 세종특별자치시의 자살실태를 근거로 맞춤형 예방 정책이 필요한 지역이다. 본 연구는 세종특별자치시의 실효적인 자살 감소를 위해 자살실태를 112신고와 실제 자살사망자를 통계 분석 후 세종특별자치시 광역정신건강복지센터 종사자를 심층 분석 후 세종에 맞는 다양한 방안을 제안하였다. 112 자살 신고 현황은 2019년 396건에서 2023년 231건이 증가하여 56.6%의 증가율을 보이지만, 실제 자살사망자는 2018년 77명에서 2022년 90명으로 13명이 증가하여 16.9%의 증가율을 보였다. 자살사망자는 남성의 증가율이 여성보다 높았고, 10대 자살자 수가 증가 추세였으며, 65세 이상 노인 비율이 높았다. 월별 자살자는 2022년 기준으로 7월이 가장 많았으나 특정 월에 집중적으로 발생하지는 않았다. 동기별 자살사망자는 정신적·정신과적 문제의 비율이 높았고, 자살 시도 방법은 목맴, 추락, 가스 중독 순으로 나타났다. 세종특별자치시에 맞는 자살 감소를 위해서는 경찰 112시스템의 고도화, 자살시도자 구조시 연계 강화, 현장 경찰관들의 교육 강화, 자살사망자에 대한 심리부검 정례화, 지역별 맞춤형 자살 예방 전략 추진, 인력 충원·응급 병상 확보를 위한 장기적 전략을 구사해야 할 것이다.
Abstract
Sejong Special Self-Governing City is a place with clear regional disparities in income imbalance and residential environment due to rapid urban growth and population influx, and the gap between the old and new downtowns. Due to the unpredictable fluctuations in suicide rates every year, based on the current state of suicide in Sejong Special Self-Governing City, This is an area that requires customized prevention policies. In order to effectively reduce suicide in Sejong Special Self-Governing City, this study proposed various measures suitable for Sejong after conducting a statistical analysis of 112 reports of suicide and actual suicide deaths, and conducting an in-depth analysis of workers at the Sejong Metropolitan Mental Health Welfare Center. The number of reported suicides increased from 396 in 2019 to 231 in 2023, an increase of 56.6%, while the actual number of suicide deaths increased by 13 from 77 in 2018 to 90 in 2022, an increase of 16.9%. The rate of increase in suicide deaths among men was higher than among women, the number of teenage suicides was on the rise, and the proportion of people aged 65 or older was high. As of 2022, the highest number of monthly suicides occurred in July, but the occurrence did not occur concentrated in a specific month. Those who died by suicide by motive had a high rate of mental and psychiatric problems, and the methods of suicide attempt were hanging, falling, and gas poisoning, in that order. In order to reduce suicides tailored to Sejong Special Self-Governing City, the police's 112 system must be upgraded, connection strengthened when rescuing suicide attempters, training of on-site police officers strengthened, psychological autopsies on those who die by suicide are made regular, suicide prevention strategies tailored to each region are promoted, and manpower supplemented and emergency beds provided. A long-term strategy will need to be implemented to secure it.
