일반시민과 체류외국인의 범죄에 대한 두려움 비교연구 - 중국, 몽골, 베트남 출신 체류외국인을 중심으로 -

초록

본 연구는 국내 일반시민과 체류외국인의 범죄두려움의 수준을 비교함과 더불어 범죄두려움의 주요 설명모형에 해당하는 범죄피해모형, 무질서모형, 지역사회통제모형을 중심으로 세 가지 모형에 포함된 변인들의 영향력이 일반시민과 체류외국인 사이에서 어떠한 차이가 나타나는지를 살펴보고자 하였다. 아울러 체류외국인의 동화요인 등 다문화 특성을 추가적으로 변인으로 고려함으로써 범죄두려움을 설명하는 모형들에 대한 통합적인 논의가 가능한 분석의 틀을 제시하였다. 국내에 거주하는 대표적인 체류외국인들에 해당하는 중국권, 중앙아시아권, 동남아시아권 지역을 대표하는 중국, 몽골, 베트남 세 국가의 체류외국인과 국내 일반시민을 대상으로 설문조사를 진행한 자료를 분석대상으로 하였다. 분석결과, 일반시민들에 비해 체류외국인의 범죄두려움 수준이 더 높았는데, 세부적인 분석결과에 따르면 베트남 출신 체류외국인의 범죄두려움이 두드러지게 높았기에 그러한 결과가 나오는 것을 알 수 있었다. 또한, 범죄피해 간접경험과 경찰신뢰도 등 체류외국인의 범죄두려움에 있어서 중요한 요인들이 일반시민들에게는 유의미한 결과를 보이지 않았고, 비공식통제에 대한 인식이 일반시민들에게는 두려움을 감소시킨 반면에 체류외국인에게는 오히려 두려움을 자극하였으며, 유대감에 대한 인식은 일반시민들의 범죄두려움을 자극하는 반면에 중국 출신 체류외국인의 범죄두려움을 감소시키는 등 영향요인에 있어서의 차이도 확인할 수 있었다. 나아가 체류외국인의 출신 국가에 따라 중국, 몽골, 베트남으로 대상을 구분하여 회귀분석을 실시한 결과, 다문화 특성을 나타내는 동화요인 중에서는 한국어 능력이 중국출신 체류외국인에게만 유의미한 영향을 보이는 등 출신국가별로 영향요인에 있어서의 차이가 있음과 더불어 범죄두려움을 설명하는 모형 간 중요도에 있어서도 다소 차이가 있음을 확인할 수 있었다. 이러한 분석결과를 바탕으로 다문화 시대에 체류외국인의 범죄두려움이라는 삶의 질을 다루기 위한 다문화정책과 후속연구에 대한 시사점을 논하였다.

Abstract

This study compares fear of crime between the general public and foreign residents in South Korea. In addition to comparing the levels of fear of crime between these two groups, this study examines the differences in the impact of factors included in three explanatory models of crime fear—the victimization model, the disorder model, and the community control model—between the general public and foreign residents. Furthermore, by considering multicultural characteristics, such as assimilation factors of foreign residents, this study presents an analytical framework that enables an integrated discussion of the models explaining fear of crime. The analysis was conducted by using survey data from domestic citizens and foreign residents representing China, Mongolia, and Vietnam, which were chosen to represent the Chinese, Central Asian, and Southeast Asian regions, respectively. The results show that the level of fear of crime was higher among foreign residents compared to the general public. A detailed analysis revealed that foreign residents from Vietnam had a particularly high level of fear of crime. Additionally, factors such as indirect experience of victimization and confidence in the police were found to be significant for the fear of crime among foreign residents but did not show meaningful results for the general public. Moreover, the perception of informal control decreased fear among the general public but actually heightened it among foreign residents, while the perception of social bonds increased fear among the general public but decreased it for Chinese foreign residents. Further regression analysis, which categorized foreign residents by their country of origin (China, Mongolia, and Vietnam), showed that among assimilation factors representing multicultural characteristics, Korean language proficiency significantly affected only Chinese foreign residents. Additionally, differences were observed in the importance of the explanatory models for fear of crime, depending on the country of origin. Based on these findings, this study discusses implications for multicultural policies and future research aimed at addressing the quality of life of foreign residents, specifically in relation to fear of crime.
