Abstract
Is North Korea a ‘crazy country’? Lots of observers and researchers have tried to read a specific pattern in North Korean provocative military behaviors. However, it seems clear that most of those efforts that have been made so far in the context of its material interest, purpose or motive, etc. has many restrictions in their explaining power. In this regard, this research suggests an alternative methodology to solve this puzzle in the context of ‘strategic culture’. The concept of strategic culture was born in 1970s and has passed through intense theoretical debates in academia. The main argument of the theory is: military policy or decision-making of a specific country is under the influence of the milieu consisting of ideational factors like its culture or way of thinking, even if it does not accord with material interest of physical situation. This research focuses on the memoir of Kim Il Sung, With the Century, as a key text in tracing North Korean strategic culture. The memoir is recognized as the only text elucidating Kim’s own principles or lessons about specific and detailed military issues. In this context, this research deconstructed the whole text of the memoir into 390 units, which contain views about military strategy, tactics, operational doctrine, construction of military capability, use of military measures, etc. Through this process, 11 key messages representing North Korean strategic culture (3 about Identity and Threat Perception, 4 about Norms, 4 about Policy Preference) were extracted, and the inter-relation among such messages were visualized. The main flow identified from those messages was as follows: ∙ Imperialistic threats of United States or Japan are overwhelming; NK is under constanct threat from them; and international institutions like the United Nations are built for the interest of imperialist countries. ∙ Diplomatic measures can’t buy any object and only armed conflict is absolutely important. ∙ The power of optimistic will or solid ideology is more important than physical capability. ∙ Asymmetric strategy, tactics, and weapon systems to attack the enemy’s rear or core are preferred. ∙ When the objective situation is unfavorable, showing off the offensive attitude pays off.
