함흥시 도시공간의 지배구조와 탈주체의 삶

이 글은 도시를 지리와 지역의 개념을 넘어선 하나의 사회적 공간(social space)으로 간주하고, 도시사적관점에서 사회주의 체제공간으로 만들어진 북한 함흥시 형성발전에 대해 고찰하였다. 전쟁 후 사회주의 건설이 본격화되면서 북한 함흥시는 국가 기간산업 건설 전략에 종속되어 공업도시로서의 자기 정체성을 변용해 나가기 시작한다. 일방적인 공업화 정책에 의해 도시는 생산활동과 집단적 이해 충족에 우선순위를두었고, 획일적인 조립식 주택과 빠른 건설을 위한 표준화된 살림집, 공공건물을세웠다. 흥남의 대규모 공업단지는 함흥시의 튼튼한 물질경제적 기초가 되고, 함흥시의 지배권력은 이를 바탕으로 도시공간을 주조해 나갔다. 함흥시는 ‘시→구역→동→인민반’의 수직적 위계 속에 구역을 중심으로 도시주민들의 생산과 노동, 교육과 문화, 거주와 휴식의 삶이 이뤄지도록 하였다. 같은 공간, 같은 교육,같은 노동, 같은 생활의 구조는 도시민의의식과 생활을 지배하였고, 이들의 공간적 실천은 ‘주체의 공간(space of subject)’을 형성하기보다 ‘체제의 공간(space of system)’을 생산하는데 일정한 기여를하게 되었다. 결과적으로 함흥도시는 흥남공업으로부터 역동성을 부여받지만,실제 도시주민은 구역이라는 갇힌 공간속에서 주어진 경로에 따라 탈주체화된삶을 살아감으로써 그 역동성을 상실해나갔다. 일상 속에 침투한 도시 공간전략과 도시 구조는 곧 그들의 생애사를 지배하며 공업도시 함흥의 도시성을 형성하게 된 것이다.
Abstract
This article considers a city as a social space beyond the geographical and regional concept,and discusses the formation and development of Hamheung City, North Korea, which was created as a space under socialist system from the perspective of urban history. As socialist construction began after the war, Hamheung City was part of the key national industries, and changed its identity as an industrial city. Due to the unilateral industrialization policy, the city prioritized production and collective interest, building assembly prefabricated house and standardized apartments and public buildings. The large industrial complex in Heungnam became a solid, material foundation and the ruling power of Hamheung City formed the city based on this foundation. Based on the hierarchy of ‘si → district → dong → people’s group’, the production, labor, education, culture, residence,and rest of the urban population was constructed. The living structure in the same space, education,labor, and life dominated the consciousness and life of the urban residents, and their spatial practice partly contributed to forming ‘space of system’ rather than ‘space of subject.’ The urban spatial strategy and city structure dominated their life, creating ‘urbanism’ in the industrial city Hamheung. Therefore, while Hamheung City hands over the dynamism from the Heungnam Industry, the actual life of the residents loses dynamism from the confined space of ‘district.’
