한중일을 중심으로 하는 동북아지역은 개별국가차원에서는 세계화시대 나름대로의 국익을 위한 생존전략으로 국제사회에서 존중받고 인정받는 측면이 있으나 동북아내에서의 한중일간 상호 존중과 협력은 EU, NATO, NAFTA 등과 비교해볼 때 과거사와 편협한 민족주의 등으로 초보적 단계수준조차도 형성하지 못하고 있다. 이들 4국은 과거와 연계된 민족주의적 감정과 내부적 체제의 취약성, 군사대국화의 패권적 전략 그리고 북한핵문제 등에 의해 민주적 협력적 관계를 만들어내지 못하고 있다. 국제사회가 글로벌민주주의를 통한 평화와 협력의 부분을 지속적으로 강조한다면 한중일은 동북아에서 글로벌민주주의를 실천하는 기반을 만들어야할 것이다. 동북아민주공동체의 확립은 글로벌민주주의 수용과 실천에서 시작된다. 개별국가의 내적 민주주의를 실천하고 동시에 이웃국가와의 관계를 글로벌민주주의에 입각해서 해결하고 그리고 국제사회로부터 인정받는 단계로 가야할 것이다. 이제 국제사회에서 존중받는 동북아지역정체성이 있으려면 글로벌민주주의를 실천해야한다. 동북아 한중일 3국은 동북아민주공동체확립을 통하여 동북아 글로벌민주주의 주도적 위치를 확립하고 국제사회에서의 존중과 인정받는 지역으로 발전해 가야 할 것이다.
Abstract
This study focuses on Global democracy practices in North-East Asia Democratic Community including Korea, China, and Japan. Identity of North-east Asia survive when Korea, China, and Japan joins the Global Democracy. The current democratic transition in North-East asia is leading to the emergence of ill-nationalism within regions and between countries. This study compares EU countries and NAFTA new global democracies with developments in North East Asia countries. Inflows Global democracy has encouraged the stabilization in North-East Asia countries needed to further peaceful and co-development. Global democracy in International Society and organization takes a unique look at the identity of North-East Asia using freedom, peace, transparency, cooperation, and trust. It explains the relationship between global democracy and regional economic develoment, and discusses democratic identity within the context of the legacy of the North-east asia countries.
