유럽지역에서 공동체의식을 형성하려는 노력은 유럽연합의 회원국 확대로 이어지고, 이는 회원국의 증가로 인한 다양한 이해관계가 조정할 수 있는 정책결정과정 및 제도의 변화에 대한 요구로 이어졌다. 즉 유럽연합은 중동부유럽 체제전환 10개국이 정식적으로 가입하기 이전에 정치적으로나 경제적으로 유럽연합과의 격차를 최대한 좁혀야 하는 과제를 안게 되었다. 이를 위해 유럽연합은 제도적 접근을 통해 이들 국가들을 재정적으로 지원하는 다양한 프로그램을 제시하게 되었는데, 이 중에서 SAPARD라는 지원시책을 통해 중동부유럽 체제전환국가의 농업과 농촌부문에 대한 특별지원과 노력을 경주하고 있다. 본고는 체제전환과정에 있는 중동부유럽국가들을 공동체회원국으로 편입하려고 추진 중인 유럽연합의 사례를 원용하여, 향후 안정적인 남북한 농업부문 교류협력을 위하여 낙후된 북한의 농촌지역을 개발하기 위한 농업농촌지원프로그램을 제시하는데 목적이 있다. 이런 맥락에서 유럽연합 SAPARD의 경험에 비추어 북한의 농업농촌지원프로그램을 생산, 유통, 농촌개발, 농외소득원 개발, 교육 및 조직화의 5개 부문으로 나누어 북한 농업농촌개발 지원프로그램(안)을 제시하였으며, 이는 향후 북한 농촌지역에 있어 지속적 영농활동, 농촌문화의 보전 등 삶의 질 향상을 위한 기본조건을 충족시켜 도농간의 급격한 인구이동을 완화시킬 수 있을 것이다. 또한 물리적 여건 개선 및 농촌개발을 도모함으로써 북한농촌의 다면적 발전에 기여할 수 있을 것이다.
Abstract
Beginning in 2000, the European Union reinforced its pre-accession assistance for the rural development of ten candidate countries of eastern and central Europe by creating SAPARD, the Special Accession Programme for Agriculture and Rural Development. SAPARD aims to support the efforts made by the candidate countries to prepare for their participation in the Common Agricultural Policy and the Single Market in EU. Financial support provided under SAPARD is intended to assist the candidate countries to make structural improvements to their agricultural and rural environment in anticipation of joining the EU. The European Union provided financial support to improve product processing, marketing and quality standards, to meet the requirements of the EU. SAPARD assistance was also used to solve specific problems identified by the countries. In this condition, the purpose of the study is mainly to suggest Rural Development Programs in North Korea on the way of preparation for reunification through EU SAPARD Project. In this aspect, this study is to indicate five different rural development programs for North Korea ; Agricultural Production, Processing & Marketing of agriculture, Rural Development, Non-farm income, Education & Organization.
