북한 환경문제 해결을 위한 협력 방안 －유럽연합(EU) 지원 사업이 주는 시사점을 중심으로－

북한은 환경문제 해결을 위한 기술과 관련 지식이 부족한 상황이지만, 최근 생물다양성, 습지 보호, 지속가능한 산림관리와 임농복합경영 등 특정 환경문제에 대해 관심을 두고 해결하고자 노력하고 있다. 본 연구에서는 유럽연합의 지원을 받아 북한 현지에서 진행 중인 프로젝트 현황과 지원성과를 분석하여 향후 협력 방안을 제시하였다. 현재 북한은 농업 및 생명과학 국제센터의 식물보호 역량강화, 국제유기농업운동연맹의 유기농업 발전 지원을 위한 유기농업관련 지식 보급, 한스 자이델 재단의 농촌생활환경 개선을 위한 조림 프로젝트를 포함한 소규모 시범사업을 유럽연합의 지원으로 진행 중 이다. 유럽연합이 지원하는 프로젝트는 북한 전문가를 대상으로 국외연수를 포함한 세미나, 워크숍 등 역량강화 프로그램이 포함되어 있다. 또한 프로젝트의 성과가 지역 주민에게 돌아갈 수 있도록 노력하고 있으며, 생활환경 개선 사업이 함께 진행되고 있다. 향후 대북지원이 시작된다면 역량강화 프로그램과 함께 소규모 사업을 다자간 지원방식으로 진행해야 한다.
Abstract
The Democratic People’s Republic of Korea (DPRK) lacks both technical capacity and knowledge to survey environmental problems. Recently the DPRK has been opening up to the certain international environmental issues such as biodiversity, wetland protection, sustainable forest management, and agoforestry. In this study we analyzed recent DPRK’s international environmental cooperation for developing technical capacity supported by European Union (EU). DPRK started small-scale pilot projects with various international organizations including Centre for Agriculture and Bioscience International for building plant protection capacity, International Federation of Organic Agriculture Movements for building capacity for organic agriculture development, Hanns Seidel Foundation for improvement of rural living conditions through healthy forest. The EU funded projects have got achievements such as the way to improve the capacity of experts in DPRK. The experts have raised awareness of environmental issues. The inhabitants also have benefited from improved living condition. The new project for DPRK needs to organize small scale project and capacity building combined with multilateral support.
