Abstract
The OECD Education 2030 project proposes improved approaches to competence education based on previous criticisms of the concept of “competence.” Taking a more comprehensive and inclusive approach, the project emphasizes that competence includes not just skills but also knowledge, values, and attitudes. With the active policy acceptance in South Korea, competence is expanding in terms of scope and outreach. However, it is necessary at this point to critically examine whether the expansion of the concept of competence is entirely positive. In this article, I analyze the way “responsibility” is understood in the OECD document by focusing on the newly emphasized concepts of “transformative competencies” and “student agency.” To challenge it, I explore an alternative way of understanding responsibility through Levinas’ philosophy, particularly in relation to the concept of “impossibility.” In this way, I aim to reveal the ethical limitations of competence theory, which reduces responsibility to calculation—particularly at a time when it is securing itself as the universal language of education. In so doing, I demonstrate a type of future that cannot be welcomed by such calculation, that is, a future that is hospitable to differences. Finally, I discuss the need to acknowledge what the language of competence fails to capture and the importance of creating a space in education where the sense of impossibility can be experienced.
