Abstract
The term referring to the object and purpose of education in the Korean Language Curriculum (KLA) has changed historically. It is the people and citizens. It was the time when we used people and citizens together, the time when we used people only, and the time when we used citizens only. These changes were described as communalism and individualism, the Cold War and neoliberalism. Historically, citizens have been resistance agents who have protected individual liberty and rights from power throughout ancient, medieval, and modern eras. On the other hand, inhabitants were accepted as the people within the territory of the modern nation-state. Citizens are currently used only in the KLA. However, considering that Korea is running a national curriculum and has not yet completed a nation-state, this paper proposed to use both people and citizens together. The meaning of both should be distinguished.
