Abstract

This study examines the unique compilation system of the Beopgyuyupyeon and the quantity and format of the statutes contained within it. The Beopgyuyupyeon was compiled in two parts, the original compilation and the supplementary compilation, and its structure and format reflect comprehensive consideration of readability and ease of understanding for its readers. Within the classification system, the name of the category Mun(門) was based on the reform tasks outlined in the 14 Articles of Hongbeom, which maintained its tradition with almost no changes. However, in the case of sub-category Ryu(類), frequent changes were made to reflect trends in the enactment and amendment of laws across different periods. This type of classification system can be regarded as unique to Beopgyuyupyeon, clearly distinguishing it from traditional legal codes of Joseon or the modern legal collections of Japan. The Beopgyuyupyeon contains a total of 1,233 statutes, with 3,466 instances of enactments and amendments, averaging 2.81 revisions per statute. The majority of these statutes are found in the categories of administrative organization, regulation, finance, and criminal law. Notably, many statutes in categories of criminal law and military regulation underwent frequent revisions even before the Resident-General period. Meanwhile, the categories of education, police, finance, agriculture-commerce-industry, and foreign affairs saw a sharp increase in revisions during the Resident-General period. The format of the statutes in the Beopgyuyupyeon generally follows the Official Document Style (Gongmunsik), although many variations are also observed. Laws (beopryul) are more prevalent during the Resident-General period, with more than half concentrated in the criminal law category. Imperial decrees (chikryeong) make up the largest proportion of all formats, appearing consistently over time and being especially concentrated in administrative and regulatory categories. Ministerial ordinances (bureyeong) are the predominant format during the Resident-General period. Other legal formats also show considerable differences in quantitative concentration depending on both time period and legal category. This suggests that each type of legal format was selectively used depending on the period and nature of the legislation during the Period of the Korean Empire.
