Abstract

Various TIMs(Territorially Innovation Models) are applying to the nationally balanced development policy in Korea. The strategy hides some problems. Namely, the evolutionary RIS approach has been discussed conflated with the various TIMs. Consequently, roles of public institution as well as innovation activities have been neglected considerably. Its political norm is not proper to the original model. Public institutions have to take on functions in guiding and coordinating systems and the creativity-promoting function as well as correcting the diverse market failures. Similar to other agents, their rationality is also bounded, however. They must intervene in economic systems carefully. The evolutionary regional policy suggests the 'moderate but creative intervention into the market', which goes beyond the de-institutionalistic laissez-faire and the Keyensian interventionism. .
