한국전쟁과 유엔 참전국: 보훈외교를 중심으로

한국전쟁으로 인한 역사적 트라우마는 지울 수 없는 아픈 흔적이지만, 또 한편 북한에 의해 발발한 전쟁에서 한국이 받은 유엔 등 국제사회로부터의 도움과 지원은 이제 세계인 누구도 갖지 못한 독특한 대한민국의 경험적 자산이 되고 있다. 즉, 한국전쟁 시에 UN 결의 하에 참전한 21개국을 비롯해 각종 지원을 제공한 42개국 등 세계 63개 국가의 도움으로 자유민주주의 가치를 보존하고 국가 생존을 지킬 수 있었고, 당시 UN 참전 용사는 약 194만명에 이른다. 이들 참전 국가와 용사들은 한국의 대외적 관계 설정을 통한 보훈정책 수행의 중요한 외연을 이루고 있다. 이는 한국의 중요한 외교관계의 자산이다. 본고에서는 이러한 문제의식을 가지고 6.25 한국전쟁과정에서의 유엔 참전국의 면면과 지원 상황 등을 살펴본다. 다음으로 소위 소프트 파워 자산을 활용한 공공외교의 속성을 가지고 있는 보훈외교의 차원에서 이들 국가와의 관계가 어떻게 전개되고 있는지를 살펴본다. 이와 연관된 보훈외교의 내재적 요소와 외재적 요소의 확장성에 대한 측면을 살펴보면서 향후 보훈외교의 과제와 전망 등을 탐색해보기로 한다.
Abstract
The historical trauma caused by the Korean War is a sick trail that can not be erased by Koreans. However, the assistance and support from the international community such as the United Nations, which Korea received in the war caused by North Korea, has become a unique Korean empirical asset that no nation in the world has ever had. In other words, with the help of 63 nations including the 21 nations that participated in the Korean War during this War and 42 countries that provided various support, it was possible to preserve the value of liberal democracy and to keep the nation alive. At that time, the number of UN veterans reached about 1.94 million. These veterans and soldiers are an important outgrowth of Veterans Policy implementation through Korea' s diplomatic relations. This is an asset of Korea's important diplomatic relations. The article will examine the situation and the supporting situation of UN combatant nations in the Korean War. Next, it will examine how the relations with these countries are developing in terms of veteran diplomacy which has the characteristics of public diplomacy using so-called soft power assets. Then, I will explore the implications of the veterans diplomacy and the extensibility of external factors related to it and investigate the tasks and prospects of the future.
