한국 객관주의 관행의 문화적 특수성 : 경찰기자 취재관행의 구조적 성격

이 논문은 한국 객관주의 관행의 문화적 특수성을 경찰출입기자들의 취재관행의 구조적 성격을 통해 살펴보고자 했다. 그래서 먼저 한국 객관주의 관행이 형성되는 군사정권시기의 특수한 역사적 조건들을 논의한 다음 경찰출입기자의 기사 50건에 대한 구조분석과 서울시내 경찰출입기자 8명의 심층인터뷰를 통해 취재관행의 구조적 성격을 분석했다. 분석결과 경찰출입 기자들은 군사정권 시기에 집중적으로 형식화 된 탈정치적 사건중심보도 관행을 객관적 절차로 수용하고 있는 것으로 드러났다. 기사구조 분석을 통해 나타난 탈정치적 사건중심보도 관행의 구조적 성격은 ‘장르화를 통한 현상의 사건화’, ‘역피라미드 구조를 통한 초점화’, ‘뉴스 가치 구성을 통한 초점의 극대화’로 개념화 할 수 있었다. 심층인터뷰를 통해서는 경찰기자들이 정형화된 사건기사의 구조를 습득하는 과정에서 탈정치적 사건중심보도를 객관성의 절차로 내면화 하고 있는 것으로 나타났다. 이러한 취재관행의 특수성에서 비롯된 한국 기자들의 경향성은 ‘객관성과 형식적 사실주의의 동일시’, ‘도덕주의와 사회적 정의의 동일시’, ‘선정성과 직업적 전문성의 동일시’라는 세 개의 형식주의로 요약할 수 있었다. 이러한 형식주의는 현재 신문의 위기를 ‘공정성의 실패’로 인식하지 못하고 ‘기능적 전문성’의 실패로 파악하는 한계의 원인이라는 것이 이 연구의 궁극적 주장이다.
Abstract
This paper is designed to study cultural particularity of objectivism in Korea by investigating structural characteristics of routine reporting activities of police reporters. Specific historical conditions of the military regime in which the Korean objectivism were largely formed were examined first to reveal the structural features of the reporting practice. Structural analysis of 200 articles of police reporters and depth interview of 8 police reporters were also conducted to illustrate qualitative aspect of the reporting practice. The result shows that police reporters accept the conventions of non-political event-centered report which reshaped and warped under the military regime as an objective procedure. analysis of newspaper articles supports that the objective procedure in non-political event-centered report is featured by (1) constructing issues out of events by categorization, (2) bringing to a focus by a inverted pyramid structure, (3) stressing the focus by value injection into the stories. The depth interview demonstrates that police reporters internalize non-political event-centered report as objective procedures while they are trained and socialized in police station acquiring the formalized structure of articles. The legwork of Korean reporters can be summarized by three formalism: (1) the identification of objectivism with formal realism, (2) the identification of moralism with social justice, (3) the identification of sensationalism with professional expertise. Because of this formalism, most Korean reports consider the current crisis of newspaper as 'the functional failure of professional expertise, not as 'the failure of fairness".
