객관보도의 위기와 전통의 힘 : 당위의 지형과 사실의 지평

본 연구는 2008년 미국산 쇠고기 수입 반대 시위 과정에서 드러난 한국 언론의 위기가 파당적으로 대립하는 관계에 있는 시민들이라도 함께 수용할 만한 객관적 사실의 지평이 붕괴되었다는 것이라고 진단하면서 이런 붕괴의 문화적 원인으로 한국적 소통문화와 언론의 지사적 전통을 부각하였다. 진보 정권과 보수 언론의 지나친 정치적 대립이 몰고 온 사실의 위기가 이런 문화적 전통 때문에 심화되었다는 점을 지적한 본 연구는 나아가 의견과 사실을 엄격히 분리하는 객관보도의 원칙을 재확립할 필요가 있다는 점, 그리고 이런 필요가 공영방송의 경우에 더욱 절실하다는 점을 강조하였다. 객관보도가 파당적인 신념과 가치를 수용자에게 강요하는 것을 금기시한다는 측면에서 자유민주주의의 다원적 질서를 뒷받침하는 언론윤리라는 점을 부각한 본 연구는 옹호하고자 하는 도덕적 가치를 전면에 내세우기보다는 객관적 사실 배후에 슬며시 감추어 두는 객관보도의 관습과 비자연적 의미를 중심으로 하는 전통적 소통문화가 융합하게 된다면 민주화 이후의 민주주의 성숙에 기여할 새로운 저널리즘 문화의 출발점이 될 수 있을 것이라고 제안하였다.
Abstract
This study asserts that the credibility crisis of the Korean press, which has loomed large over the political confrontation between the progressive governments and the conservative press in the post-democratization period, has been worsened both by the traditional communication culture and by the journalism culture of Korea. While the unique communication culture of Korea which is characterized above all by 'chemyeon'(face-work) and 'nunchi' (communication of intention) has induced the progressive governments to overreact to the political intention rather than the substance of the aggressive press coverage thereof, the journalism culture which highlights the normative role of the press as an elite to lead rather than as a transparent transmitter of facts has made it convenient for the press, in attacking the governments, to put journalistic objectivity standards away. In the process of smear campaign waged between the governments and the press, the constitutive horizon of objective facts on which contentious factions of the democratized society could have established the practice of constructive civil dialogue among themselves toward consolidating democracy has been eroded drastically. And this point has been illustrated by the recent prolonged political crisis that a government decision to lift a ban on U. S. beef imports provoked, quite spectacularly. This study recommends the recovery of journalistic objectivity standards, especially in the public broadcasting sector, for restoring the horizon of facts, the maintenance of which it identifies as a necessary condition for building for Korea a robust liberal democracy.
