농촌관광정책사업 마을리더의 핵심역량에 관한 실증연구: 농촌전통테마마을을 중심으로

최근 국가전략으로 녹색성장이 새로운 패러다임으로 제시되면서 녹색관광과 연계하여 농촌 고유의 자원을 소득화 하는 전략에 많은 관심이 집중되고 있다. 이러한 맥락에서 농촌 지역을 활성화하기 위한 새로운 대안으로 농촌관광이 주목받고 있다. 현재 농촌관광정책사업에 성공한 마을의 공통점은 마을리더들이 뛰어난 역량을 발휘하여 다른 마을과 달리 지역주민 공동체를 잘 형성하고 있다는 것이다. 본 연구는 이 점에 착안하여 실증조사를 통해 농촌관광정책사업을 추진하는 마을리더의 핵심역량을 도출하고, 역량의 중요도와 마을리더의 현재 역량수준 간의 차이를 파악함으로써, 유지되거나 보완되어야 할 마을리더의 핵심역량을 진단하였다. 실증조사는 전문가 패널회의, 설문조사 등의 방식으로 이루어졌다. 본 연구는 여러 정부부처의 농촌관광정책사업 중 농촌진흥청에서 추진하고 있는 농촌전통테마마을의 마을리더에 초점을 맞추었다.
Abstract
This study was carried out with a primary objective to identify the core competencies needed for the rural tourism leaders and to assess the level of their current competencies. This study compared the core competencies with the current level of them to find out how much and how each competencies should be reinforced. In order to achieve these objectives, an empirical research was conducted to the community leaders of the rural traditional theme villages that show relatively higher performance in the project among the rural tourism policy projects of several government departments. The results from the research derived 28 different kinds of the core competencies of the rural traditional theme village in total, which could be classified into 5 competency categories. They are 'Competency in Interpersonal relationship' group, ‘Competency in Cognition/ Emotion' group, ‘Competency in Management' group, ‘Competency in Communication' group and ‘Competency in Industrial Knowledge/ Technology' group
