공공부문 역량체계에 관한 연구: 관리자의 위기관리 역량을 중심으로

초록

최근 대형위기들이 빈발하고 이에 대한 정부의 대응실패가 계속되면서 정부의 위기관리역량에 대한 관심이 커지고 있다. 위기관리분야의 선행연구를 살펴보면 위기관리체계 또는 특정 위기사례에 초점을 맞춘 연구들과 위기 커뮤니케이션에 대한 연구들이 활발하게 이루어지고 있다. 그러나 성공적인 위기관리를 위해 공공부문의 관리자가 어떠한 역량을 갖추어야 하는지를 직접적으로 살펴보는 연구는 찾아보기 어렵다. 성공적인 위기관리시스템의 작동을 위해서는 시스템을 운용하는 인력의 역량이 중요하다는 점을 감안할 때 이러한 연구의 공백은 대단히 아쉽다. 본 연구는 공공부문의 관리자가 갖추어야 할 위기관리 역량 모델을 제시하고자 한다. 이를 위해 먼저 위기의 개념 및 단계, 위기관리에 관한 선행연구를 검토함으로써 정부가 대응해야 할 위기가 무엇인지, 위기의 진행은 어떻게 이루어지는지에 대해 살펴보고자 한다. 그 다음으로 위기를 관리하기 위해 관리자가 수행해야 할 임무, 성공적인 위기관리를 위한 준칙들, 민간부문 관리자의 위기리더십 등에 대한 선행연구를 검토함으로써 공공부문에 맞는 위기관리역량 모델을 제시하고 이의 시사점을 도출하고자 한다.

Abstract

In recent years, public managers have faced a difficult challenge in crisis management. Thus, there has been a rapid growth of interest in crisis management competency of government. Significant progress is already being made in research on crisis management system, crisis communication skills. However, there has been little systemic research focusing individual competency for crisis management. In this article we attempt to provide a competency model for public managers to managing crisis. For this purpose, we review the literature on the topic of crisis definitions, crisis phases, crisis management competencies. And then we offer a comprehensive competency model for public crisis managers. We also suggest implications for research and practice.
