Abstract

A great attention has paid to the issue of collaboration among government parties. Especially, civil servants are required to consider broader aspects of policy problems and develop public option to resolve wicked social problems. Despite a clear consensus on the importance of collaboration, there has been insufficient effort to develop theoretical framework that incorporates behavioral and attitudinal issue in the process of government collaboration. Much attention has been paid to the issues of governance and network structure, resource mobilization among participating actors, shared visions and responsibility, and trust-building process of an effective collaboration. However, public servants’ attitudes and intentions toward collaboration participation have not been examined empirically. In this line of thought, this research aims to explore the individuals’ attitudes and intentions to participate in collaboration with other actors and public institutions. The results of analysis indicate that the previous experience of collaboration with other institutions and actors affect the general level of civil servants’ attitudes and intention. In addition, the necessity of collaborative interactions due to the characteristics of tasks and missions also shows a significant relationship with civil servants’ attitudes and intention. Finally, public service motivation also reveals its positive impact on the collaboration attitudes and intention. Based on the exploratory analysis on the relationship, this research suggests theoretical and practical implications.
