International Cooperation and Veterans Diplomacy with Underdeveloped U.N. Participants: Focusing on the Case of Ethiopia

본 연구의 목적은 6‧25전쟁 유엔참전국 중 대표적인 저개발국가인 에티오피아를 중심으로 국제협력과 보훈외교의 방안을 모색하는 것이다. 이를 위해 보훈외교의 개념, 보훈외교를 보는 세 가지 논점 등 이론적 논의를 하고, 에티오피아의 역사와 개관, 6・25전쟁 참전배경과 과정, 그리고 양국 외교관계 수립과정을 살펴보았다. 결론에서 양국의 국제협력과 보훈외교의 방향에 대해 제시했다. 즉 보훈외교의 관점에서 에티오피아와의 국제협력은 유엔참전용사의 명예선양, ODA 및 교류협력, 국방협력, 디지털 아카이빙과 같은 내용을 중심으로 진행해야 하고 고도화시켜야 할 것이다. 2023년은 6‧25 정전 70주년이 되는 해이다. 한국은 정전 및 한미동맹을 통해 안정적 안보 여건 속에서 경제, 문화 발전의 토대를 마련하고 있다.
Abstract
The purpose of this study is to explore international cooperation and veterans' diplomacy, focusing on Ethiopia, a representative underdeveloped country among the U.N. participating countries in the Korean War. To this end, theoretical discussions were conducted, including the concept of veterans' diplomacy and three issues of veterans' diplomacy, and the history and overview of Ethiopia, the background and process of participating in the Korean War, and the process of establishing diplomatic relations between the two countries were examined. In the conclusion, the direction of international cooperation and veteran diplomacy between the two countries was presented. In other words, from the perspective of veterans diplomacy, international cooperation with Ethiopia should be centered on contents such as honor promotion, ODA and exchange cooperation, defense cooperation, and digital archiving of UN veterans. 2023 marks the 70th anniversary of the Korean War. Korea is laying the foundation for economic and cultural development under stable security conditions through the armistice and the Korea-U.S. alliance.
