Abstract

The research question for this study is that does performance measurement impact on accountability in the public sectors. This study examines some related issues. For example, what kinds of accountability would be influenced by performance measurement? And what factors of performance measurement can influence accountabilities? With these concerns, this study examines empirically the relationship between performance measurement and accountability. The results of this study show that performance measurement influences public employees' accountability positively. However, when we analyse the results in detail, performance measurement impacts on traditional accountability such as legal accountability substantially, but this study does not confirm that it has not essential impact on new accountabilities such as political and professional accountability, which are required to the public employees in these days. Based on these controversial results this study reveals, we have to set clear priorities performance measurement is pursuing and to build up concrete operational system for performance measurement as well as to make practical application of performance measurement results.
