열악한 인프라와 차별성 없는 뉴스 : 지역신문의 뉴스 콘텐츠 전문성과 공정성 평가

이 연구는 우리나라 5대 광역시를 대표하는 지역신문 뉴스콘텐츠의 전문성 및공정성 인프라와 수행성을 평가함으로써 지역신문에 대한 보다 합목적적이고 효율적인 지원정책의 방향성을 가늠하는 기준을 제공하고자 한 것이다. 설문조사와 내용분석을 통해 도출된 연구 결과는 다음의 네 가지로 요약해 볼 수 있다. 첫째, 지역신문에 따라 일정한 차이에도 불구하고, 지역신문 전문성 확보에 요구되는 인프라의 부족은 지역의 여론과 민심 읽기에 일정한 한계로 작용하고 있었다. 둘째, 지역 저널리즘 회생 혹은 복원을 위한 가장 현실적인 실천 대안인 공공저널리즘 모델이 지역신문의 전문성 수행을 위한 대안으로 요구되었다. 셋째, 언론의 자율성 평가에서 가장 중요한 항목이라고 할 수 있는 편집국장 선출 방식에서 대부분의 신문이 임명제를 선택하고 있어서, 언론사 소유구조에서 비롯되는 공정성을 어떻게 확보할 것인가에 대한 과제가 주어졌다. 넷째, 지역신문은 자신의 특장점을 적극적으로 살려나가기보다는 전통적인 뉴스 가치와 비중을 따라가는 경향성이 강했다. 다만, 오피니언 지면의 개방 폭이 상대적으로 광범위했는데, 이는 지역신문 콘텐츠의다양성을 확보하는 전략적 대안으로 활용되고 있었다. 결론적으로, 우리나라 지역신문의 전문성과 공정성을 구현하기 위한 인프라와 수행성은 그리 높은 수준을 보여주지 못하고 있었으며, 따라서 지역신문 뉴스콘텐츠는 ‘열악한 인프라와 차별성없는 뉴스’라는 특징으로 요약되었다. 연구는 그동안 지역신문 발전 명분으로 투입된 지원 정책의 목적과 취지, 방향성, 그리고 그 세부적인 지원의 효과와 달성도 등에 대한 보다 성찰적으로 검토할 필요성을 시사해 주고 있다.
Abstract
This paper attempts to provide a sort of guideline for putting journalism policies into better practices in way of improving local newspapers. For this to happen, five newspapers located at metropolitan cities have been examined in terms of professionalism and impartiality while dividing them into potential and performance. Research results conducted by employing survey and content analysis reveal the followings. First of all, all newspapers under examination shows poor maintenance of infrastructure resulting in not only falling short of delivering diversity of opinions but poor quality of news. Secondly, it became clear that local newspapers need to sincerely employ public journalism movement for the benefit of taking competitive advantages among other alternatives media. Also was it necessary for those newspapers to secure impartiality hindered particularly by lack of editorial autonomy integrated with ownership structure. It is finally found that all newspapers keep on pursuing traditional ways of news making followed by a bulk of news freely available on the internet. The degree of openness especially in opinion section,though, sheds a light of hope in local journalism. Provided that the poor performance of local newspapers has much to do with poor investment on infrastructure, the author recommends that additional supports for newspaper industry needs to focus more on improving such conditions as editorial autonomy, journalists education and incentive system than simply pouring money into owners'pocket.
