개발도상국 공무원의 공공윤리인식에 대한 고찰: KOICA 연수생을 대상으로 한 설문조사를 중심으로

초록

현재 우리나라의 ODA (Official Development Assistance) 사업은 날로 확장되는 추세이며, 직접적인 원조 이외 컨설팅 사업이나 개도국 공무원을 대상으로 하는 우리나라 발전경험에 대한 지식공유사업 등이 활발하게 추진되고 있다. 이러한 사업의 정책효과를 극대화하기 위해서는 사업대상국의 공공윤리수준이 반드시 고려되어야 하는 사항의 하나이며, 궁극적으로 ‘개도국 공무원의 역량강화를 통한 수혜국의 경제발전 및 민주주의 확산에 기여’라는 목적을 달성하기 위해서는 수혜대상국 공무원의 공공윤리인식 수준에 대한 이해가 선행되어야 한다고 사료된다. 따라서 개발도상국 공무원의 공공윤리인식수준의 전반적인 현황과, 이를 설명할 수 있는 개인변수, 정부조직변수 및 지역적 변수에 따라 이러한 인식의 차이가 어떻게 나타나는지에 대한 기초적인 조사를 위해 KOICA 연수생을 대상으로 한 설문조사를 실시하였다. 그 결과 부패인식지수 (Corruption Perception Index) 등에 나타나는 일반적인 외부의 인식과 다르게 KOICA 연수생의 경우 동료 공무원에 대한 조직 내부의 공공윤리 인식수준은 전반적으로 상당히 긍정적인 것으로 나타났다. 보다 구체적으로는 개인변수상 주관적 소득수준이 높을수록 이러한 성향이 강한 것으로 나타나며 근무연한이 많을수록 윤리규정에 대한 인지도가 높은 것으로 나타났다. 반면, 정부조직변수에서는 일반적인 인식과는 다르게 독재형 정부나 혼합형 정부인 경우 변형된 민주주의형 정부에 비해 부패공무원이 승진할 가능성이 적은 것으로 인식하고 있는 것으로 나타났다. 그리고 지역변수상 동유럽과 중앙아시아지역 출신이 아시아지역출신에 비해 윤리규정에 대한 인지도가 높은 것으로 나타났다. 이러한 외부와 내부의 공공윤리에 대한 인식의 차이는 공무원의 윤리인식고양을 위한 효과적인 정책수단이 어렵다는 점을 시사한다고 해석할 수 있으나, 샘플조사방식의 한계로 인해 일반 개도국공무원 전체로 확대해석하기 어려운 한계가 있다.

Abstract

Currently, the Korean government is actively expanding the amount of the ODA (Official Development Assistance), and also seeking to expand its role in terms of development consultation and knowledge-sharing programs to share its development experiences with developing countries. To maximize the effect of such policy, one must consider the state of ethical environment in the public sector, one of the core elements for economic development, democracy, and good governance. To 'contribute to economic development and maturing democracy of the recipient countries through enriching the capacity of public servants,' basic understanding of the ethical environment of the recipient countries is a priori, and subsequently a survey has been conducted to examine the current state of the ethical perceptions of those civil servants in the developing nations. Using the KOICA program graduates, individual characteristics, state of democracy, and regional variables are examined to see whether these factors contributes to the differences in ethical perceptions of them. It is found that, contrary to the common perception as measured by the Corruption Perception Index, the overall ethical perceptions of the civil servants are quite positive and strong about their fellow co-workers. First of all, of the individual characteristics, subjective level of salary shows positive correlation with such ethical perceptions, and the longer the work experience the higher the familiarity with the agency's ethical requirements. Secondly, those classified as 'Hybrid democracy' and 'Authoritarian regimes,' compared to 'Flawed democracy,' show that there exists smaller probability of a corrupt official advancing to higher position. Lastly, those from the Eastern Europe and Central Asia show higher familiarity with the ethical requirements compared to those from Asian countries. Such discrepency of ethical perception between insiders and outsiders may imply the inherent limitation of policy tools for enhancing ethical standards of protecting and promoting public value.
