통상국가론 시각에서 본 한국 중앙 정부 기구의 개편 방향 탐색

이 논문은 한국이 통상국가가 되기 위해서는 중앙 정부 기구가 어떻게 개편되어야 하는가? 하는 문제를 탐색하였다. 본 연구는 다중사례-단일분석단위 사례연구 논리를 따라서 수행되었다. 통상국가의 중앙 정부 기구가 가지고 있는 공통적 특징들을 도출하기 위하여 이론적 반복연구와 실질적 반복연구를 모두 수행하였다. 그리고 패턴매칭 방법에 의해 한국 중앙 정부 기구의 특징과 통상국가의 공통적 특징을 비교하였다. 그 결과 다음과 같은 결론을 도출하였다. 첫째, 한국은 해외직접투자 유치 기능을 수행하는 기구를 최소한 청 수준으로 확대 강화시킬 필요가 있다. 둘째, 자유무역협정과 금융허브 기능을 수행하는 관청들은 부 수준으로 확대되거나 모 부처로부터 독립해야 한다. 셋째, 자유무역협정과 물류허브 진흥 같이 여러 기구에 분산되어 있는 기능들은 단일 관청으로 통합될 필요가 있다. 넷째, 현재 한국에는 그런 조직이 없지만, 향후에라도 일본 경제산업성 내에 있는 무역통제부 같은 反통상기구들을 설치해서는 안 된다. 다섯째, 한국 정부는 물류허브를 진흥하는데 좀 더 많은 예산을 배정해야 한다.
Abstract
This paper explored how the central government apparatuses should be revamped for the Korea to become the trading state. It depended on the 'multiple cases-single unit' case studies. It conducted literal and theoretical replicative case studies to elicit the ideal type of the central government apparatuses of the trading state. Then it compared the ideal type with the central government apparatuses of the Korea by using pattern-matching method. The following is elicited as the results of the comparisons. First, the Korea needs to expand and strengthen the apparatus that deals with FDI attraction to at least agency-level. Second, agencies undertaking FTA and financial hub promotion should be expanded to ministry-level apparatus or become independent of the mother ministry. Third, the functions dispersed among several apparatuses such as FTA and logistics hub promotion should be integrated into a single agency. Fourth, although there is no counterpart in the Korea, the Korean government should not set up an anti-trading apparatus in the future such as the Department of Trading Control within the Japanese Economy and Industry Ministry.
