중견국 한국의 새로운 통상정책 모색을 위한 통상모델의 유형화

한국은 자본주의 경제성장을 압축적으로 이뤄내며 최빈국에서 중견국으로 급속한 변신에 성공했다. 특히 한국은 통상규모 면에서 세계 9위의 중견국으로 성장했는데, 이런 상황은 과거 중상주의/보호주의 성향의 통상정책과는 다른 개방되고 책임감 있는 통상정책을 한국에게 요구하고 있다. 이 연구는 중견국 지위에 걸맞는 한국의 바람직하고 새로운 통상정책이 무엇인지 탐구하기 위해 다양한 통상모델을 이념적/이론적으로 유형화하고 그것들의 특징을 집중적으로 검토한다. 이를 위해 이 연구는 본문에서 다양한 통상모델을 국가와 시장, 분배와 성장이라는 핵심어를 통해 크게 국가/성장 중심 통상모델, 시장/성장 중심 통상모델, 시장/분배 중심 통상모델, 국가/분배 중심 통상모델 등 네 가지 유형으로 분류하고 그 내용과 특징을 하나씩 구체적으로 비교․검토한다. 이 연구는 결론에서 한국의 통상모델은 국가/성장 중심 통상모델 - 후기 발전국가 통상모델 - 시장/성장 중심 통상모델의 역사적 경로를 걸어왔다고 정리하고, 바람직하고 새로운 한국의 통상정책은 성장지향성과 분배지향성을 함께 추구하는 시장/분배 중심 통상모델에 기반해야 한다고 주장한다.
Abstract
Korea, with a highly compressed capitalist economic growth, has successfully emerged as a new middle power state in international political economic system. Especially, as Korean trade volume has reached around world 10th position since 1990s, Korea has continuously faced strong pressures from international trade system to move from protective/mercantilist trade policy toward more open/ responsible trade policy. In this situation, this research endeavors to develop a new trade model suitable and desirable to newly emerged middle power Korea. In other words, the purpose of this research lies in developing a new trade model which is suitable to middle power Korea and can promote and guarantee another round of Korean economic development in terms of both growth and distribution. In order to fulfill this purpose, this research has made a typological approach categorizing various old and new trade models into 4 types. 4 types are State/Growth model, Market/Growth model, Market/Distribution model, State/Distribution model. After concretely reviewing core contents and characteristics of 4 types of trade models, this research suggests that it is better for middle power Korea to adopt and introduce Market/Distribution model into Korean trade system.
