본 논문에서는 미국지방정부가 채택하고 있는 도시재생전략 중 가장 공통적인 민관협력전략인 Public-Private Partnership(PPP)와 Business ImprovementDistricts(BID), Main Street Program을 중심으로 살펴보고자 한다. 본 연구의 목적은 미국지방정부의 도시재생사례와 전략들을 고찰하고 이를 통해 쇠퇴한 지역을 재생하고 지역의 고유한 역사적, 문화적, 사회적 맥락을 지켜나갈 수 있는 도시재생전략의 수립에 기여할 수 있는 정책시사점을 도출하는 것이다. 미국지방정부의 도시재생사례의 정책시사점은 첫째, 사업주체들 간의 가치와 비젼을 공유할 수 있는 협업체계(Collaboration System)구축이다. 둘째, 공공기관이 사업의 주체로 적극 나섰다. 국가, 공공기관은 물론 비영리조직까지도 도시재생사업의 주체가 되고 있다. 즉 공영개발방식과 민관합동개발방식을 적절히 배분하고 있다. 셋째, 미국지방정부의 도시재생전략으로 논의되고 있는 개별제도의 장점을 중심으로 한국 실정에 적합한 제도도입을 위한 지속적 논리개발이 필요하다. 도시재생은 향후 한국사회가 추구해야 할중요정책과제이다. 도시재생의 궁극적인 목적은 사람냄새 물씬 나는 살기 좋은 도시의 탄생이라고 할 수 있다. 향후 도시재생전략은 지역의 고유특성이 존중하고 사회,경제, 문화, 환경부문의 질적 개선까지 고려하는 종합 활성화 전략이 필요하다. 미국지방정부의 도시재생전략은 한국의 낙후된 지방중소도시를 국가발전의 중간성장 거점으로 육성하고, 쇠퇴하고 낙후된 지역의 재활성화를 위한 다양한 전략과 정책 수단을 강구하는데 필요한 정책적 시사점을 제시해 줄 수 있을 것이다.
Abstract
This study aims to analyse key characteristics of urban renewal strategy in the UnitedStates, and to suggest the BID, PPP, Main Street Program as new urban renewal strategiesfor inner city revitalization in S. Korea. Urban regeneration is the new paradigm of urbanpolicy, and it comprises not only improvement of physical environments but alsoenhancement of socio-economic situations. The community based urban regeneration is themain streams of the developed nation’s urban regeneration strategy. But the partnership forurban regeneration project or program is not established in Korea. So, this study focus onthe introduction of partnership for urban regeneration which is adaptable for our urbansituation and system. The suggestions of this study indicate that the BID, PPP, Main StreetProgram are new urban renewal and urban design management tool for improving thequality of built environment, increasing the level of public participation and creating thedetailed system of financial support. The results also insist that the BID, PPP, Main StreetProgram could be useful in Korea as new tools for establishing collaboration system inurban renewal strategy.
