OECD 국가의 공공데이터 개방에 관한 연구: UN 전자정부 발전지수와 비교 및 관련성을 중심으로

초록

본 연구의 목적은 OECD 회원가입 국가를 대상으로 공공데이터 개방 촉진을 위한 정책적 시사점을 도출하는 것이다. 이를 위해 공공데이터 개방지수를 조사･발표하는 OECD의 개방지수(OECDI), WWW재단의 개방데이터지수(ODB), 열린지식재단의 글로벌 개방데이터지수(ODI) 등 3개 기관의 결과를 UN의 전자정부 발전지수와 비교하고, 지수 간 상호 관련성 및 영향정도를 분석하였다. 분석결과 3개 기관에서 발표한 공공데이터 개방지수(OECDI, ODB, ODI)는 전반적으로 비슷한 결과를 보이는 것으로 확인하였고, 공공데이터 개방지수와 전자정부 발전지수에 대한 평면적 비교 결과에서도 그 지수 값이 비슷한 패턴을 보였다. 또한 공공데이터 개방지수와 전자정부 발전지수 간에도 높은 관련성을 보이고 있는 것으로 나타났으며, 전자정부 발전지수가 공공데이터 개방지수에 긍정적 영향을 미치는 것으로 나타났다. 분석결과 의한 정책적 시사점으로는 공공데이터 개방수준을 높이고 촉진시키기 위해서는 전자정부 발전수준을 높이는 데 기반이 되는 국가정보화 및 전자정부 정책에 주목할 것을 제시하였다.

Abstract

This study is to draw policy implications for promoting the opening of public data to OECD countries. The study compares with the UN E-Government Development Index the results of the three institutions such as the OECD’s Open Index (OECDI), the World Wide Web Foundation’s Open Data Barometer (ODB), and Global Open Data Index (ODI) of the Open Knowledge International and analyzed the relationship between these indices and their degree of influence. The results of this study show that the public data openness index published by the three institutions showed similar results overall and the flat data comparison between the public data open index and the e-government development index showed a similar pattern. In addition, there is a strong relationship between the public data openness index and the e-government development index, and the e-government development index has a positive effect on the public data openness index. The policy implications of this study suggest that attention should be paid to national informatization and e-government policy in order to promote and promote the level of public data openness.
