지방정부간 물관리정책과 협력적 거버넌스: 소백산권 상수도 설치사업을 중심으로

본 연구는 “지방정부간 협력적 거버넌스에 영향을 미치는 요인은 무엇인가”라는 물음에서 출발하였다. 이를 위해 Sabatier 등에 의해 개발된 ACF모형(Advocacy Coalition framework)을 적용하여 소백산권 상수도설치사업을 사례로 분석하였다. 소백산권 상수도설치사업은 3개의 광역지자체, 3개의 기초지자체 및 3개의 면, 리가 상호 중첩되어 있어서 지방정부간 상호협력을 이끌어내기가 매우 복잡한 구조를 갖고 있었음에도 불구하고 성공적인 협력적 거버넌스를 나타낸 사례이다. 분석결과 상대적으로 안정된 변수, 외부사건, 장기적 연합기회구조, 행위자의 단기적 제약과 자원이 정책하위체제에 영향을 미쳐 지방정부간 협력적 거버넌스를 창출할 수 있었다. 우선, 문제 및 자원에 대한 상호의존성이 존재하고, 사회문화적 가치 및 사회구조를 공유하며, 촉발기제로서 중앙정부의 재정지원사업이 상승작용을 일으키면서 공동 상수도설치에 긍정적으로 작용하였다. 둘째, 지방자치제가 실시되면서 주민민원을 해결하기 위해 3개 광역 및 기초자치단체장의 의지가강했던 것이 사업성공의 또다른 요인이었다. 셋째, 3개 시･군 담당공무원들의 끊임없는열정, 주민 및 언론의 지지 등 옹호연합이 흔들리지 않고 지속된 것도 성공적인 정책결과를 가져오는데 기여하였다. 결국 지방정부 단독 재정여건으로는 소백산권 물 문제가 해결되기 어려웠던 산악지역 상수도사업이 중앙재정지원 등이 촉발적 기제로서 작용함으로써지방정부간 협력적 거버넌스를 구축하는 결정적인 요인으로 나타났다.
Abstract
This study started with the phrase “What influences cooperative governance between local governments.” To this end, by applying the ACF Model(Advocacy Treatment framework) developed by Sabatier or the like was analyzed as an example of a water supply project. The Sobaeksan Water Supply Project can be evaluated as a successful collaborative governance case, even though it has a very difficult group to lead mutual collaboration between local governments due to the inter-overlapping administrative units of three regions. The analysis showed that relatively stable parameters, external events, long term coalition opportunity structures, and short term constraints and resources of subsystem actors could influence the policy subsystem, creating collaborative governance between local governments. First of all, there is a mutual dependency of inter-decision on issues and resources, sharing cultural values and social structures, and positively impacting the joint water supply project while causing the central government's financial support projects to rise as a trigger. Second, as the local government system was carried out, it was a factor in the success of the project that the will of the three broad areas and the basic government leaders was strong to solve the inhabitants. Third, the unwavering support of the three city officials, the support of the people and the media, and the unwavering continued advocacy coalition also worked positively. In the end, the local government's sole financial system was that the Sobacksan water supply project, which was difficult to solve, was a decisive factor in building collaborative governance between local governments by acting as a trigger for central financial support.
