인구 이동의 원인이 무엇인가에 대한 선행 연구들은 주로 광역 지자체 수준의 인구 이동을 논의하고 있으며, 특히 직장 등 민간 요소에 의한 인구 이동을 설명하고 있다. 그러나 이러한 접근은 기초 지자체 수준에서의 인구 이동을 제대로 설명하지 못하고, 특히 인구 이동과 관련하여 공공 영역의 영향을 제대로 측정하지 못하는 한계가 존재한다. 따라서 본 연구는 기초 지자체 수준에서, 공공재의 수준이 인구 이동에 영향을 미치는지 여부를 검증하였다. 경기도 기초 지자체를 대상으로 인구 이동에 영향을 미치는 요소를 분석한 결과, 기초 지자체의 예산 구조가 기초 지자체간 인구 이동에 영향을 미치는 것으로 나타났다. 기초 지자체의 일인당 세액은 해당 지자체의 인구 순 전입에 정의 영향을 미치며, 기초 지자체의 전체 예산규모는 해당 지자체의 인구 순 전입에 부의 영향을 미치고 있었다. 이러한 결과는 광역 지자체 수준에서의 인구 이동과 기초 지자체 수준에서의 인구 이동은 다르다는 점, 기초 지자체 수준에서 티부 효과가 존재한다는 점 등을 보여준다. 본 연구는 기초 지자체 수준에서 인구 증가를 위한 정책적 시사점을 제공해준다는 측면에서 의의가 있다.
Abstract
There are many studies about why residents move to other province in Korea. But most of them focus on the GwangYeok local government, so they usually suggest the job as the reason of moving. Therefore this study focuses on the Gicho local government and test the Tiebout Hypothesis. The result is that the structure of budget in local government influences residents’ moving. This result shows that the reasons of resident’s moving in Gicho local government is different from those in GwangYeok local government and there are Tiebout effect in Gicho local government.
